TL;DR: The Clark and Angeles corridor has a real cluster of international schools, but it is small and unusually secretive about money. Only Singapore School Clark publishes any figure, and what it publishes are the one-time charges (PHP 95,000 school development fee, PHP 50,000 reservation, PHP 50,000 refundable deposit, PHP 7,500 application and testing) rather than tuition. On accreditation the picture is oddly strong: the Cognia registry lists only three institutions in the entire Philippines, and two of them, Noblesse International School and Saint Paul American School, are in Pampanga. No Pampanga school appears in the ACS WASC directory. Noblesse is the province's IB World School; Westfields is an IB Diploma candidate, which is not the same thing.
Who actually lives in Clark, and why it changes the school question
The Clark Freeport Zone is not a suburb of Manila. It is a working economic zone that grew out of the former US air base, and as of August 2026 it held roughly 1,300 business locators employing more than 150,000 workers, according to the Inquirer's reporting on Clark Development Corporation figures. The industry mix is aviation and aviation maintenance, semiconductors and electronics, tyres, logistics, hotels and gaming, and outsourcing operations spread across the Berthaphil and Clark Global City estates.
That produces three distinct expat populations, and they want different things from a school:
- Aviation and manufacturing staff on multi-year postings. Korean, Japanese, Taiwanese and Western engineers and managers, usually with a company allowance and a 3-to-5-year horizon. They tend to want a recognisable credential their child can carry home.
- Outsourcing and tech managers. Shorter postings, often American or Australian, often with the family arriving mid-year.
- Retirees and long-stay residents in Angeles City. A large, long-established foreign community, often with Filipino spouses and children who are Philippine citizens. For them the visa question usually disappears and the choice becomes purely about curriculum and cost.
The practical upshot is that Clark schools serve a mixed local and foreign roll rather than a purely expatriate one, and their fee levels reflect that. Noblesse International School
Noblesse sits on Circumferential Road off Friendship Highway in Barangay Cutcut, Angeles City, and runs Nursery through Grade 12. Its own accreditation page states that it is fully accredited by Cognia, formerly AdvancED, holds DepEd recognition, and delivers the IB Primary Years Programme in the early and elementary years, the Middle Years Programme through middle and high school, and the Diploma Programme in Grades 11 and 12. It describes itself as the only International Baccalaureate World School in Pampanga.
The Cognia part checks out independently. Searching Cognia's own accreditation registry for the Philippines on 29 August 2026 returns exactly three institutions, and Noblesse International School (Pampanga, postal code 2009) is one of them.
The fee part does not exist. Neither the admissions page nor the accreditation page carries any figure, and the only fee schedule that has ever been public on the domain is a document from 2016-2017 that is no longer served. Treat any peso range you find for Noblesse on a school-listing site as somebody's estimate. Ask admissions for the current schedule in writing, and ask specifically whether the quoted rate differs for foreign and Filipino students, because the school has historically used a split.
Saint Paul American School Clark
Saint Paul American School Clark is at Clark Center 4, Berthaphil III, Jose Abad Santos Avenue, inside the Freeport Zone. It is the clearest American-curriculum option in the corridor and the most transparent about what it teaches, if not what it charges.
From the school's own pages: the curriculum aligns to the Common Core State Standards for English and mathematics, Next Generation Science Standards for science, and the AERO framework for social studies. Core subjects are taught by American and Filipino teachers. There is a dormitory programme with its own guardianship agreement, and a free summer camp in August for newly enrolled students who need English support after the principal's placement interview.
Both accreditation claims verify. Cognia's registry lists Saint Paul American School in Pampanga as one of its three Philippine institutions. The Middle States Association members directory, searched the same day, returns four Philippine entries, one of which is "Saint Paul American School, Clark" at Bldg. N2574, Berthaphil Clark, with the status MSA - Active.
One caveat the school itself flags and you should read carefully. Its FAQ explains that Saint Paul Preparatory School in Minnesota, the US partner behind the dual diploma, had its operation restricted during Covid-19 and has been transitioning to an online school. From 2025 the dual diploma is issued by the Saint Paul American School System, which holds the MSA accreditation, with the Minnesota prep school as a sub-division. If a US-issued second diploma is the reason you are considering the school, ask what document your child will physically receive at graduation.
Fees are not published. The admissions page says an invoice will be issued by the school finance office after the interview.
Westfields International School
Westfields is on Friendship Highway in Angeles City, running Early Years through Senior High School. Its own site describes a blend of the Oxford International Curriculum, Cambridge international qualifications and DepEd, with GCSE preparation in the upper secondary years.
The IB question needs care. Marketing copy around Westfields refers to an IB Diploma Programme track. The school's own International Baccalaureate page is more precise: Westfields is a candidate school for the Diploma Programme, and the page carries the standard IB wording that candidate status gives no guarantee that authorization will be granted. A candidate school cannot register students for IB examinations. If your child is entering Grade 11 and you need a Diploma at the end of it, ask Westfields directly for its current authorization status and its expected authorization date, in writing, before you enrol.
No fees are published. The homepage advertises tuition value without a number.
Singapore School Clark
Singapore School Clark occupies a campus at D'Heights, off Jose Abad Santos Avenue inside the Freeport. It adapts the Singapore curriculum for preschool, primary and lower secondary, then moves to Cambridge IGCSE for higher secondary, with a Cambridge International AS and A Level programme added from SY 2023-2024.
It is the only school in this cluster that publishes any money at all, on the group admission page covering all four Singapore Schools campuses:

The same page then says tuition, materials and test fees are available on request. So a new Grade 1 family knows it will pay PHP 145,000 in non-tuition charges up front, roughly US$2,340, of which PHP 50,000 comes back at the end and PHP 50,000 is credited against tuition. What it does not know is the tuition. For comparison, the Manila campus school development fee is PHP 135,000 and the Cavite green campus is PHP 70,000, which tells you something about how the group prices its three Luzon sites.
Living Stone International School
Living Stone is at 43-B Marlim Boulevard Extension, corner Debra Street, Pulung Maragul, Angeles City. Founded in 2007, it runs Pre-Kinder through Senior High School. It is explicitly Christian: its own site sets out the JOY principle, Jesus first, others second, yourself third, and robotics is integrated across the curriculum from kindergarten up.
It is a DepEd school rather than a foreign-curriculum one. Its site points to DepEd senior high vouchers and FAPE grants for Grade 7, which are Philippine government subsidies. No US or IB accreditation is claimed, and no fees are published. Gentry International School
Gentry sits on Claro M. Recto Highway inside Clark Freeport, on the Mabalacat side. It was established in 2008, runs Kindergarten through Grade 12 for ages 5 to 18, and operates as both a boarding and day school. The most detailed page I could open is on the site of its operator, FitzGabriels Schools, which lists it as DepEd-accredited and describes it as bilingual.
I could not find a standalone Gentry school website publishing a curriculum framework or a fee schedule. That is worth saying plainly rather than filling the gap with a listicle's numbers. If Gentry is on your shortlist, ask for the fee schedule and the DepEd permit numbers by grade level in the same email.
What the tables do not show
Published tuition is never the bill. In this corridor, budget separately for:
- One-time entry charges. Singapore School Clark's PHP 95,000 development fee is the only one published locally, but the pattern across Philippine international schools is a matriculation or capital fee on top of tuition, often five figures in pesos and sometimes in dollars.
- Boarding. Saint Paul and Gentry both board. Rates are quoted privately.
- Transport. Saint Paul offers chaperoned door-to-door bus service as a paid option. Westfields advertises shuttle service. Neither publishes a rate.
- Examination fees. IGCSE, AS and A Level, and IB Diploma examination entries are billed separately almost everywhere.
- English support. Schools with large non-native intakes usually charge for structured English support. Saint Paul is unusual in stating its summer ESL camp and after-class tutoring are free of charge.

How to choose in this corridor
Work backwards from the exit, not the campus tour.
- Decide which certificate your child needs at 18. An IB Diploma points to Noblesse. A US high school diploma and transcript points to Saint Paul. Cambridge IGCSE and A Levels point to Singapore School Clark. DepEd Senior High School with a strand points to Living Stone or Gentry. Nothing else in the decision matters as much as this.
- Verify the accreditation yourself before you believe it. Cognia's registry and the Middle States members directory are both free and searchable. So is the ACS WASC directory. If a school's claim does not appear in the accreditor's own list, ask why.
- Get the fee schedule in writing, by grade, for the year you are enrolling. In a market where five of six schools publish nothing, the schedule is the negotiation.
- Ask about mid-year entry before you move. Philippine and northern-hemisphere calendars do not line up neatly. Our guide to transferring mid-year from abroad covers what schools ask for.
- Get the documents apostilled before you fly. Saint Paul's own requirements list says foreign transcripts need to be apostille-certified, and that for a student finishing Grade 12 the transcript must go back to Grade 7. See apostilling school records.
