TL;DR: Vietnam is on the Philippines' visa-free list: 30 days on arrival under Executive Order 408, with a six-month-valid passport and a return ticket. A language course runs on a Special Study Permit, not a student visa, and your academy files it. School-published four-week packages in Cebu run roughly US$1,266 to US$2,106 including a dorm bed and three meals a day. You can sit the official TOEIC in Cebu for ₱2,500, which matters if you need TOEIC 600 to collect your Vietnamese degree. Cebu Pacific is resuming Ho Chi Minh City–Cebu in October 2026.
The Entry Rule Is Simple, and That Is the Point
Vietnam appears on the Executive Order 408 list of 157 countries whose nationals may enter the Philippines without a visa for a stay not exceeding 30 days. The conditions attached to that admission are the same for everyone on the list: a passport valid at least six months beyond your period of stay, and a return or outward-bound ticket showing you will stay 30 days or less.
That is checkable in three places that agree with each other — the DFA eVisa portal, and the country lists published by Philippine consulates general in Toronto and Los Angeles. It is worth stressing because Vietnamese students planning study abroad are used to a visa being the first and hardest step. Here it is not a step at all for a short course. Book a four-week course and you can, legally, just fly.
Two things that are still true despite that: visa-free admission is a decision made by an immigration officer at the border, not an entitlement, and the list is amended by executive issuance from time to time. Confirm with the Philippine Embassy in Hanoi or the Consulate General in Ho Chi Minh City before you buy a ticket.
The Permit You Actually Need
Entry and study are two separate things. You enter as a temporary visitor; to study you need a Special Study Permit (SSP) issued by the Bureau of Immigration. Your academy files it for you after arrival, and it is the standard route for non-degree language courses.
The 9(f) student visa does not apply. The BI restricts it to foreign nationals who are "at least 18 years old and shall take up a course of study higher than high school at a University, seminary or college." Take the BI table as a floor and ask your school for a current written all-in figure. The variation between school pages is real and it is not a rounding error.
If you plan to stay longer than 30 days, the extension is a BI process and the ACR I-Card kicks in past 59 days — the BI's own wording covers "all foreign nationals who are visa holders of Temporary Visitor's Visa or Tourist Visa who have stayed for more than fifty-nine (59) days." The Comparison That Actually Matters: Cost Per One-to-One Hour
The honest position on cost is this: we could not verify a current published price list from a major Vietnamese English centre against a primary source, so we are not going to invent a comparison table. What we can do is give you the Philippine side precisely, in the schools' own published numbers, so you can price your local centre against it yourself.
The structural difference is the model. Vietnamese centres mostly sell group classes by the course; Philippine academies sell daily one-to-one lessons, bundled with a dorm bed and three meals a day. So the useful unit is cost per one-to-one hour, all-in.

Accommodation runs from a US$125 campus capsule for four weeks up to US$1,120 at a partner hotel, meals are US$10 a day, and registration is US$150.
Run the arithmetic yourself. Take the Practical ESL quad at US$1,266 for four weeks: that is 20 class days at four one-to-one lessons of 50 minutes, so 80 private lessons, plus 60 group lessons, plus 28 nights of accommodation and 84 meals. Whatever your centre in Hanoi or Ho Chi Minh City charges, convert it to the same unit before you compare. Peso and dong figures both move against the dollar — at roughly ₱62 to the US dollar in late August 2026 — so check the rate on the day.

Why Vietnamese Students Come Here Specifically
Two reasons show up repeatedly, and one of them is bureaucratic rather than romantic.
The graduation certificate problem. Vietnamese universities attach an English output standard to the degree, not just to admission. Reporting by VietnamNet in September 2024 set out the levels in use: B1 for general programmes, which universities express as TOEIC 600 or IELTS 5.0; IELTS 6.0 for English-taught programmes; and C1, around IELTS 6.5, for language majors. The consequences are real. That reporting cited roughly 50 percent of students at Ho Chi Minh City University of Food Industry delayed, about 30 percent of recent graduates at the University of Commerce, and 5 to 10 percent per cohort at Ho Chi Minh City University of Industry, with delays running from months to one or two years. As one administrator put it, students have already graduated but are delayed in receiving their diplomas.
If you are in that position, a four-to-eight week immersion with daily one-to-one lessons is a targeted fix, and it is one you can do during a semester break without a visa application.
And you can sit the test here. Hopkins International Partners is the exclusive Philippine distributor of the TOEIC, TOEFL Junior and TOEFL ITP tests and a member of the ETS Preferred Network. Its published fees are ₱2,500 for TOEIC Listening and Reading, ₱4,200 for Speaking only and ₱6,200 for Speaking and Writing, inclusive of local mailing. Its listed test centres include Makati, Baguio, Cavite and Angeles in Luzon, and two in Cebu: the Center for Premier International Language Studies on M.J. Cuenco Avenue and Lapulapu-Cebu International College in Lapu-Lapu. Confirm sitting dates directly with the centre — schedules change and a published centre list is not a calendar.
Vietnam is not a new market for Cebu, incidentally. The Department of Tourism in Central Visayas listed Vietnam alongside Japan, China, Taiwan and South Korea as a current source market back in April 2024, when it put Cebu's annual ESL intake at roughly 50,000 students. The more recent CALA figures, covering February 2025 to January 2026, were dominated by Japan at 7,106, Taiwan at nearly 5,000, South Korea at 2,761 and China at close to 2,000 — no Vietnamese figure was published, so ask each school directly for its current mix.
Choosing a School and a City

The intensity question matters more than the city. Sparta programmes load the day heavily, make evening self-study compulsory and restrict weekday outings. Semi-Sparta keeps the structure but relaxes the restrictions. Resort-style leaves evenings and weekends free. If you are here to clear a TOEIC 600 in eight weeks, Sparta is doing you a favour; if you are here for a working holiday, it will be miserable.
One more thing to ask about specifically: nationality mix. A campus with a heavy concentration of any single language slows everyone down, and that includes Vietnamese. Some academies cap it deliberately. Ask for this term's actual breakdown, not last year's brochure.
Flights
Direct connections between Vietnam and the Philippines have been intermittent, so treat any published route list — including this one — as a starting point rather than a schedule.
Cebu Pacific announced on 7 August 2026 that it would resume Ho Chi Minh City to Cebu from 26 October 2026, three times a week, and Hanoi to Clark from 20 November 2026, also three times a week, saying it was the only carrier flying the Hanoi–Clark link directly. Philippine Airlines has also operated Cebu–Ho Chi Minh City service.
Practical consequences of that route map: if you fly into Clark, you are north of Manila and a long ground transfer from any Cebu campus, so a Clark arrival suits Baguio or Manila far better than Cebu. If you fly into Cebu (Mactan-Cebu International Airport), most Cebu academies are within an hour, and most publish a paid airport pickup — 3D charges US$30 one way, QQEnglish the same. Book it. Arriving after dark in an unfamiliar city with a suitcase is not the moment to negotiate a taxi fare.
Remember that your visa-free admission requires a return or onward ticket at check-in. A one-way booking will cause a problem at the airline counter before you ever reach Philippine immigration.
A Short Checklist Before You Pay
- Confirm the visa-free rule with the Philippine Embassy in Hanoi or the Consulate General in Ho Chi Minh City. Agents get this wrong.
- Match the course length to the 30-day admission unless you have budgeted the extension fees.
- Get a written all-in quote that separates the package price from the fees billed on arrival.
- If your goal is a TOEIC score, say so in the enrolment email and ask which exam track the school actually runs and whether it books official sittings.
- Ask for this term's nationality mix, with numbers.
- Book the airport pickup and keep some cash for arrival fees.
