Why TOEIC Is Worth Flying For
Start with the reason the market exists, in the words of the organisation that runs the test in Japan. The IIBC states that TOEIC Listening and Reading is used by companies to measure the effectiveness of their English training, to evaluate the English skills of new employees, to assess employees before sending them overseas, and to see whether employees meet the requirements for career advancement and promotion. Schools use it to check proficiency levels and as a requirement for entrance examinations or course credits.
That is not a soft claim about the value of English. It is a description of a score functioning as a gate.
The volume follows. From the IIBC's DATA & ANALYSIS 2025, covering fiscal year 2024:

Roughly 1.78 million L&R sittings in a single year, against a public-test average of 615. If your target is a corporate threshold above that average, the gap between where you are and where you need to be is usually listening speed and reading stamina, which is exactly what a high-volume immersion month is good at closing.
What a Philippine Exam Camp Actually Is
Be clear about what you are buying, because the marketing language and the product are not the same thing.
Philippine academies sell all-inclusive packages — tuition, a dorm bed and three meals a day — priced by class intensity and room type. Exam preparation is generally a track inside that package, not a separately priced product. 3D Academy in Cebu, for example, lists TOEIC, TOEFL and IELTS as 1:8 group classes selectable within its curriculum, and does not publish a standalone exam-course price table. Some schools do sell dedicated exam courses; many do not. Ask which you are being sold.
The core of the product is the one-to-one lesson count. A day at a Cebu academy typically runs eight or nine 50-minute sessions from around 8am to 5pm, of which four to seven are private. That density is the thing you cannot buy at home at any reasonable price, and it is what makes a four-to-eight week trip move a score.
The intensity setting matters more for exam work than for general English:
- Sparta — heavy class load, compulsory evening self-study, weekday outings restricted. Built for exactly this use case.
- Semi-Sparta — same structure, fewer restrictions. The sensible default for most adults.
- Resort-style — free evenings and weekends. Fine for general English, weak for a score target.

Published Prices
These are the schools' own published figures. Peso conversions run at roughly ₱62 to the US dollar in late August 2026; the rate moves, so check it before budgeting.
3D Academy, Cebu. Packages include daily lessons Monday to Friday, dormitory accommodation, three meals a day, in-room Wi-Fi, twice-weekly cleaning and laundry, and Japanese-speaking student support.

Longer blocks scale linearly: Practical ESL single is US$3,472 for eight weeks and US$5,208 for twelve. Enrolment is US$100 and airport pickup US$30 one way.
QQEnglish, Cebu, unbundles lessons from housing and meals, which is useful if you want maximum private lessons and minimum everything else:

Accommodation runs from US$125 for four weeks in a campus capsule to US$1,120 at a partner hotel; meals are US$10 a day; registration is US$150. QQEnglish also publishes per-lesson rates, which fall to about US$8.98 per one-to-one lesson on the longest enrolments — a useful benchmark to hold any other school's quote against.

The spread on the SSP is worth noting. The Bureau of Immigration's own fee table for the Special Study Permit totals ₱5,240 plus US$50 and carries the annotation "updated as of 06 March 2014." Where You Can Sit the Real Test
This is the part most comparison articles skip, and it is the part that decides whether the trip closes the loop.
Hopkins International Partners describes itself as the exclusive Philippine distributor of the TOEIC, TOEFL Junior and TOEFL ITP tests and a member of the ETS Preferred Network, administering them through its subsidiary Princeton Assessments and Training. Its published fees:

Fees are inclusive of local mailing; international mailing is an additional ₱2,500.
Its listed test centres cover Makati, Baguio, Cavite and Angeles in Luzon, and two in Cebu: the Center for Premier International Language Studies (CPILS) on M.J. Cuenco Avenue in Cebu City, and Lapulapu-Cebu International College in Lapu-Lapu. CPILS is itself a language academy, which is why some Cebu schools can arrange an official sitting at the end of a course.
Two cautions. First, a published centre list is not a calendar — confirm sitting dates directly before you build a course around one. Second, TOEFL ITP and TOEFL Junior are not TOEFL iBT. If your university or employer requires iBT specifically, check the test centre and dates on ETS's own site rather than assuming a local academy can host it. Japanese-Run, Korean-Run, Filipino-Run: What Actually Changes
This distinction gets more weight in Japanese-language forums than it deserves, so here is what is verifiable and what is not.
What is the same everywhere: the teachers. Philippine academies employ Filipino teachers, whatever the ownership. QQEnglish publishes that it has over 2,000 TESOL-certified full-time instructors. The one-to-one model, the 50-minute session, the dorm-and-meals structure and the Monday-to-Friday timetable are industry standard.
What ownership actually changes is native-language support, food, the nationality mix on campus and the marketing channel you found the school through. 3D Academy publishes Japanese-speaking student support as a package inclusion, which is a concrete, checkable claim. QQEnglish publishes international staff fluent in Japanese, Chinese, Mongolian, Vietnamese, Arabic, Thai, Russian and Persian.
What is often not published at all is who owns the school. Agency directories assert ownership nationality freely; the schools themselves frequently do not state it. So rather than chasing ownership, ask the questions that decide your outcome:

The nationality question is the one Japanese students most often get wrong. A campus with a heavy concentration of Japanese speakers is comfortable and slows you down. Some academies cap national quotas deliberately; ask whether yours does and what the current numbers are, not what the brochure says.
Reading a Score Guarantee
Score guarantees exist and are used as a closing tool on longer enrolments. They are not a refund promise. Before you treat one as a reason to choose a school, get these in writing:
- The entry test and starting band. Guarantees are usually pegged to a diagnostic taken on arrival, not to the score you claim on the application form.
- The attendance and homework conditions. Missing a threshold voids most clauses.
- Which test counts. An internal mock is not an official sitting, and a guarantee that only recognises the school's own mock is worth little.
- The remedy. Additional free weeks of study is the common one. Refunds are rare. Ask which it is, and who pays for the accommodation during the extra weeks.
- The deadline. Some clauses require the official test within a set period of course completion.
If a school will not put the clause in an email, treat the guarantee as marketing.

For a general English trip, Cebu wins on choice and on weekends. For a hard score target in a fixed window, Baguio's Sparta culture and cooler weather are a genuine advantage — the heat in Cebu is a real drag on afternoon concentration, and nobody's brochure mentions it.
