eHRIS in DepEd: What the HR System Is and What It Holds

TL;DR: eHRIS is DepEd's Enterprise Human Resource Information System — the department's own personnel records system, not a learner system and not a public portal. DepEd's Citizens Charter describes it as letting active personnel view and download their Daily Time Record and payslips and raise Time and Attendance Deficiency service requests for approval by their head of office. The programme traces to DepEd Memorandum No. 275, s. 2009, on installing a Human Resource Management Information System in the Department. Support runs through the ICT Service User Support Division by walk-in or email, classified as a government-to-government transaction with no fee. Field correspondence often expands the acronym as Electronic rather than Enterprise; both mean the same system.

This is an explainer, not a portal. We are not DepEd, we cannot create or reset an account, and we will not walk you through a sign-in screen. What this page does is tell you what the system is for, what sits inside it, which office owns a given problem, and what eHRIS is definitely not — which is where most wasted effort goes.

The Name, and Why It Appears Two Ways

DepEd's own current documentation uses Enterprise Human Resource Information System. That is the wording in the Citizens Charter entries maintained by the Information and Communications Technology Service.

A great deal of field correspondence writes it as Electronic Human Resource Information System, and division memoranda using that expansion are easy to find. That is why the phrase most people type into a search bar is the electronic one.

There is no policy difference between the two usages, and a memorandum that expands the acronym differently is not for that reason suspect. If you are checking whether a circulating document is genuine, check the issuing office and the issuance number, not the adjective.

What It Is For

The originating issuance is DepEd Memorandum No. 275, s. 2009, on the installation of the Human Resource Management Information System in the Department of Education, issued 16 June 2009. That memorandum is the reference point most DepEd human resource material cites when explaining where the system came from; the department then built and rolled out the eHRIS platform in phases over the following years, reaching regional offices, schools division offices and schools.

The problem it was meant to solve is unglamorous and real. A department with hundreds of thousands of employees spread across every province in the country cannot run personnel administration on paper folders and spreadsheets that live in individual offices. Without a single system, the same teacher exists differently in the division record, the payroll record and the returns sent to oversight agencies, and reconciling those differences consumes staff time that should be going elsewhere.

What the System Actually Holds

DepEd's Citizens Charter gives the most concrete official description. It states that eHRIS allows active personnel to view and download their Daily Time Record and payslips, and to raise Time and Attendance Deficiency service requests for the approval of the head of office, so that daily attendance is accurately represented on the DTR.

Around that core sit the other personnel functions the platform carries:

AreaWhat it covers
Personnel dataThe employee record, beginning with the electronic Personal Data Sheet, the digital form of the Civil Service Commission PDS
Time and attendanceDaily Time Record, and correction requests where the logged record does not match reality
PayslipsRetrieval of the employee copy
Service requestsRequests for certifications and similar documents routed to the responsible office

Two things follow. First, this is employee data, and it is personal information subject to the Data Privacy Act, Republic Act No. 10173. It is not a public directory, and there is no public lookup of an individual teacher's record.

Second, an eHRIS entry is a representation of an administrative fact, not the fact itself. A Time and Attendance Deficiency request requires the approval of the head of office because the head of office is the person who knows whether the teacher was actually there. Our guide to DepEd school forms makes the same point on the learner side: the form records the decision, it does not make it.

What eHRIS Is Not

This is the section that saves the most time.

SystemSubjectTypical question it answers
eHRISEmployeesWhy does my DTR show a missing log?
Learner Information SystemLearnersIs this learner enrolled and registered?
Basic Education Information SystemSchoolsWhat are this school profile and enrolment figures?
Electronic class recordGradesHow was this learner final grade computed?

A missing enrolment record is not an eHRIS problem. A grading dispute is not an eHRIS problem either; that belongs to the class record and the grading policy, which our electronic class record guide covers, and which changed substantially for the current school year. Our BEIS explainer covers the school-level system.

Nor is eHRIS the place where benefits are granted. It may hold the records that a benefit is computed from, but eligibility comes from the governing issuance. Our guides to DepEd teacher benefits and teacher ranking and promotion cover those rules.

How Support Requests Work

The Citizens Charter lists eHRIS support twice, once for walk-in requests and once for email, both handled by the User Support Division of the Information and Communications Technology Service.

The concerns the division names are the ones you would expect from an account-based system: creation of an account, updating of information, resetting a password, service requests that were raised but did not register, and time logs that did not appear.

Note the scope carefully. The Citizens Charter entry describes the service in terms of Central Office personnel, and the ICT Service User Support Division is listed at the DepEd offices on Gil Puyat Avenue in Makati City rather than at the DepEd Complex in Pasig. Personnel in regional offices, schools division offices and schools normally raise system concerns through their own office first, because the local ICT or human resource unit can resolve most of them without escalation and knows the local record.

Before You Escalate Anything

Three checks in order, because they resolve most cases without a ticket:

  1. Is this a record dispute or a system fault? A wrong entry that your office can correct is a record dispute, and it goes to your head of office through the service request route that exists for it. A page that will not load or an account that will not open is a system fault.
  2. Has your office already raised it? Divisions frequently batch and route requests. Duplicating a request slows both.
  3. Are you looking at the right system at all? Reread the table above. The single most common wasted request is a learner-side question sent to the personnel-side system.

Disclaimer: this is an explainer, not a government portal. SchoolFinderPH is not affiliated with DepEd, has no access to eHRIS or any DepEd system, and cannot create accounts, reset passwords, retrieve payslips or correct any record. Account and record concerns go through your own office and the DepEd offices named in the official sources below.

Frequently Asked Questions

What does eHRIS stand for in DepEd?

In DepEd own current documentation, including the DepEd Citizens Charter, eHRIS stands for Enterprise Human Resource Information System. A large amount of field correspondence writes it out as Electronic Human Resource Information System instead, and division memoranda using that expansion are easy to find. Both refer to the same system, so do not treat a difference in the first word as a sign that a document is fake.

What records does eHRIS hold?

It is the personnel side of DepEd data. The Citizens Charter describes eHRIS as allowing active personnel to view and download their Daily Time Record and payslips and to raise Time and Attendance Deficiency service requests for the approval of their head of office, so that the DTR accurately reflects their attendance. Around that sit personnel data records, beginning with the electronic Personal Data Sheet, and service request functions for certifications and similar documents.

Is eHRIS the same as the LIS or BEIS?

No, and the distinction matters when you are chasing a record. eHRIS is about employees. The Learner Information System is about learners, and the Basic Education Information System is about schools and their profile data. A missing enrolment record is not an eHRIS problem, and an attendance deficiency on a teacher DTR is not an LIS problem. Sending a request to the wrong system costs weeks.

Which issuance is behind eHRIS?

The originating issuance is DepEd Memorandum No. 275, s. 2009, on the installation of the Human Resource Management Information System in the Department of Education, issued 16 June 2009. The system now branded eHRIS grew from that programme and was rolled out in phases over the following years. Its current operational description sits in the DepEd Citizens Charter rather than in a single standalone policy order.

Who handles eHRIS support requests?

The User Support Division of DepEd Information and Communications Technology Service. The Citizens Charter lists two routes, walk-in and email, both classified as simple government-to-government transactions with no fees and a stated processing time of two days and thirty minutes. Typical requests are account creation, updating of information, password reset, service requests that did not register, and missing time logs.

Can parents or the public access eHRIS?

No. It is an internal government system for DepEd personnel, and the Citizens Charter classifies its support services as government-to-government with DepEd personnel as the clients. It holds personal information about employees and is subject to the Data Privacy Act, Republic Act No. 10173. It is not a public directory and there is no public lookup of a teacher record in it.

What should a teacher do if their DTR or payslip looks wrong?

Start with your own office rather than with the national system. The Time and Attendance Deficiency service request exists precisely for corrections, and it needs the approval of the head of office, so your school head or office head is part of the process by design. Where the problem is an account or a technical fault rather than a record dispute, that is when the ICT Service support route applies.
