BEIS: DepEd's Basic Education Information System

TL;DR: The Basic Education Information System is DepEd's school-side data system, the counterpart to the learner-side Learner Information System. DepEd Order No. 027, s. 2019 governs the yearly collection and describes the BEIS as a web-based system designed to enhance information management at school, division, region and national level. Each year a memorandum opens the collection window and sets the forms; for SY 2025-2026 that was DepEd Memorandum No. 028, s. 2026. Schools encode a school profile covering eighteen categories of data, division focal persons validate and certify it, the school head is personally accountable for its accuracy, and the resulting datasets are published on DepEd's Paaralang Bukas dashboard.

This is an explainer rather than a portal. SchoolFinderPH has no access to DepEd systems and this page carries no login route. What follows is what the BEIS collects and why it matters, drawn from the issuances.

What the BEIS Is For

DO 027, s. 2019 states the purpose plainly: DepEd implemented the LIS and BEIS to establish an accurate and reliable registry of learners and profile of schools, which are vital in planning and budgeting, allocation of resources, and setting operational targets. The BEIS half is described as a web-based system designed to enhance information management at all levels of governance in the education system, at school, division, region and national level.

The annual memorandum restates the stakes in budget terms. DM 028, s. 2026 says the Department conducts annual data collection through the BEIS, capturing datasets that inform the allocation of crucial resources, budgeting, policymaking, programme development, and the monitoring and evaluation of the delivery of quality basic education.

That is why a wrongly encoded classroom count is not a clerical footnote. It is an input to allocation. Our guide on school MOOE covers one of the downstream allocations that school-level data feeds.

The Yearly Cycle

The pattern is consistent from year to year, even though the dates move.

  1. A memorandum opens the collection. For School Year 2025-2026, DM 028, s. 2026 directed all public and private elementary and secondary schools, including state and local universities and colleges offering basic education, to update their school information and all other data elements, with the system available for data collection and validation from 7 May to 15 June 2026.
  2. Schools download the forms from the system. DM 028, s. 2026 requires schools to use the data-gathering forms downloaded from the BEIS to avoid template errors on upload, and notes that encoding is manual because the templates are not preloaded when forms change.
  3. Division planning officers provide technical assistance, including orientations, answering queries, and assisting schools with no internet connectivity, and ensure all schools in their division encode and submit their profiles and that reported data is validated within the window.
  4. Program focal persons validate and certify. Division focal persons, jointly with the division planning officer, validate the data for their assigned programmes and sign the forms to certify that what schools reported is accurate.
  5. Datasets are published. Collected datasets are uploaded and made available through the Paaralang Bukas dashboard on the DepEd official website.

Windows for the next cycle are announced by DepEd in the corresponding memorandum each year. Do not plan against last year's dates; watch for the current issuance.

The Three Forms

DM 028, s. 2026 names three data-gathering forms, matched to the type of institution:

FormWho accomplishes it
Government School ProfilePublic elementary and secondary schools
Private School ProfilePrivate schools offering basic education
State and Local Universities and Colleges ProfileSUCs and LUCs offering basic education

What Data Is Collected, and Who Validates It

The memorandum sets out eighteen categories, each assigned to a validating focal person at division level. The mapping is a useful map of what DepEd tracks about a school.

Category of dataValidating focal person
School informationDivision planning officer
LearnersEducation program specialist for special programmes, covering ALS, special needs education, sports, Madrasah and Arabic Language and Islamic Values Education, indigenous peoples education, and multi-grade
ClassesDivision planning officer
Special needs education learning resourcesSpecial needs education coordinator

Information and communications technology dataInformation technology officer
Electrical supplyPhysical facilities coordinator or division engineer
School site and locationSchool site focal person
School health and nutritionSchool health coordinator or medical officer
Learner rights and protectionLearner rights and protection focal person
School sports programmesSports coordinator

The remaining categories in the same list cover school MOOE, financial assistance, tuition and other school fees, and school facilities. The point of the table is that no single person signs off on everything; validation is distributed to whoever owns the programme the data describes.

The memorandum also documents how schools should report awkward cases, with worked illustrations. Shifting, for example, is defined as time schedules corresponding to different sets of classes with different sets of learners, excluding night classes, and is reported by the number of shifts per level. Personnel are reported where they are actually working rather than where their plantilla item sits, with teachers borrowed or detailed between junior high, senior high and elementary handled by specific rules so that the same teacher is not counted twice.

Accountability Is Personal

DM 028, s. 2026 is unusually direct about this. It states that it is the responsibility of the school head to ensure the integrity and accuracy of the data reported by their school, and that where warranted, appropriate administrative cases under Civil Service Commission laws, rules and regulations and DepEd issuances may be filed against any school head found to have misrepresented data or failed to exercise that responsibility.

Combined with the certification requirement on division focal persons, the design puts a named person behind each number rather than treating the submission as an office output. Our overview of DepEd regional and division offices explains where those roles sit, and the Schools Division Office guide covers the division layer that does the validating.

BEIS, EBEIS and LIS: Sorting the Names

Three labels circulate, and the confusion is understandable.

  • LIS is the Learner Information System: the registry of learners, the home of the Learner Reference Number, and the system used for enrolment encoding and transfer tracking. Our Learner Information System guide covers it.
  • BEIS is the Basic Education Information System: the school profile and the school-level data elements described above.
  • EBEIS, the Enhanced Basic Education Information System, is the name used in a number of older issuances, including DepEd Order No. 26, s. 2015 on LIS and EBEIS updating. Current issuances use BEIS. Treat references to EBEIS in older documents as referring to the same school-side system.

DO 027, s. 2019 notes that both systems are reached through one website with a single sign-on, which is a large part of why people use the names interchangeably even though the underlying registries answer different questions.

What Schools and Researchers Should Actually Do With This

For school personnel, the practical takeaways are that the forms come from the system rather than from a shared file passed around, that encoding is manual when forms change, that the school head's signature carries weight, and that division planning officers are the designated source of technical assistance including for schools without connectivity.

For researchers, journalists and parents, the useful conclusion is that the BEIS is not the access point. The published datasets on DepEd's dashboard are. Where you need a figure specific to one school and it is not published, the request goes to the school or the Schools Division Office. The forms and their supporting definitions are also a good guide to what a school is even able to report, which is worth checking before assuming a statistic exists.

Our school forms guide covers the separate set of forms that carry learner-level records, which are not the same as the BEIS school profile forms.

Frequently Asked Questions

What is the BEIS in DepEd?

BEIS stands for Basic Education Information System. DepEd Order No. 027, s. 2019 describes it as a web-based system designed to enhance information management at all levels of governance in the education system, meaning school, division, region and national level. It holds school-level data: the school profile, learners, classes, personnel, facilities, finances and more. DepEd Memorandum No. 028, s. 2026 says the annual BEIS collection captures the datasets that inform resource allocation, budgeting, policymaking, programme development, and monitoring and evaluation.

What is the difference between BEIS and LIS?

Subject matter. DepEd Order No. 027, s. 2019 directs schools to register and update learner profiles and quick count enrolment in the Learner Information System, and to update the school profile and other data elements in the Basic Education Information System. The LIS is the learner registry; the BEIS is the school registry. The same order notes both are reached through a single website with a single sign-on, which is why the names are often used interchangeably in conversation even though the systems are distinct.

What is the difference between BEIS and EBEIS?

EBEIS stands for Enhanced Basic Education Information System, the name used in a number of older issuances such as DepEd Order No. 26, s. 2015. Current issuances, including DepEd Order No. 027, s. 2019 and DepEd Memorandum No. 028, s. 2026, refer to the Basic Education Information System or BEIS. Treat EBEIS in older documents as referring to the same school-side system.

Which schools have to submit BEIS data?

DepEd Memorandum No. 028, s. 2026 directs all public and private elementary and secondary schools, including state and local universities and colleges that offer basic education, to update their school information and all other data elements in the BEIS. Three data-gathering forms correspond to those groups: the Government School Profile, the Private School Profile, and the State and Local Universities and Colleges Profile.

Who is accountable if BEIS data is wrong?

The school head. DepEd Memorandum No. 028, s. 2026 states that it is the responsibility of the school head to ensure the integrity and accuracy of the data reported by their school, and that appropriate administrative cases under Civil Service Commission rules and DepEd issuances may be filed against a school head found to have misrepresented data or failed to exercise that responsibility. Division program focal persons, together with the division planning officer, validate the data for their assigned programmes and sign the forms to certify accuracy.

Where do the BEIS datasets end up?

DepEd Memorandum No. 028, s. 2026 states that datasets collected from schools are uploaded and made available through the Paaralang Bukas dashboard on the DepEd official website. That published dashboard, rather than the BEIS itself, is the route by which researchers, journalists and the public normally reach basic education statistics.

Can parents or the public access the BEIS?

No. The BEIS is an internal DepEd system used by school heads, division planning officers and program focal persons for data encoding and validation. There is no public or parent account. What is published for general use are the resulting datasets on DepEd's dashboard. If you need a figure about a particular school, ask the school or the Schools Division Office, or use the published data.
