DepEd Main Office: Where It Is, and Why You Probably Want Your Division

DepEd Main Office: Where It Is, and Why You Probably Want Your Division

TL;DR: The DepEd main office is the DepEd Complex, Meralco Avenue, Pasig City 1600 — the address printed on the letterhead of every DepEd Order and Memorandum. It is a campus, not a building, and four names recur across official documents: Rizal, Mabini, Bonifacio and Alonzo. A significant set of Central Office units are not in Pasig at all but at TechZone on Gil Puyat Avenue in Makati City, including divisions of the ICT Service, the Bureau of Human Resource and Organizational Development, and the Education Facilities Division. The DepEd Action Center is listed at (02) 8633-1942 and 8636-1663, mobile 0919-456-0027, email [email protected]. And the most useful thing on this page: for records, enrolment and teacher applications, the office you want is your schools division office, not this one.

Contact details on this page were checked against DepEd's own published pages and its Citizens Charter in August 2026. Government contact details drift, so treat anything here as a starting point and confirm against the official directory linked at the end before you travel or send anything important.

The Address, and Where to See It Yourself

The most reliable place to read the Central Office address is not a directory page. It is the letterhead of any DepEd issuance, because every DepEd Order and Memorandum carries it at the foot of the first page:

DepEd Complex, Meralco Avenue, Pasig City 1600

Recent issuances print trunkline numbers alongside it, including 8633-7208, 8633-7228, 8632-1361, 8636-4876 and 8637-6209, with the website www.deped.gov.ph. If you ever need to check that a set of contact details has not been mangled by a third-party site, open any recent issuance from deped.gov.ph and read the footer. Our guide on how to find DepEd orders covers where those live.

The complex sits on Meralco Avenue in the Ortigas area of Pasig City. It is not a single tower, which is why an address that stops at the street name is not enough to get a document to the right desk.

The Four Buildings

Four building names recur across DepEd's own documents. Piecing them together from the Citizens Charter and from issuance footers gives a working map.

BuildingOffices located there in DepEd own documents
Mabini BuildingAdministrative Service Records Division (1F), Bureau of Education Assessment education assessment division (1F), Public Affairs Service Public Assistance Action Center (1F), National Educators Academy of the Philippines professional development and quality assurance divisions (2F), Legal Service investigation and legal divisions (3F)
Alonzo BuildingAdministrative Service Cash Division (1F), Finance Service accounting and budget divisions (2F)
Bonifacio BuildingBureau of Learning Delivery, Office of the Director (4F), cited in recent issuances as the contact point for calendar and end-of-school-year queries
Rizal BuildingOffices of Undersecretaries, including External Partnerships on the 1st Floor and Finance on the 2nd; the Bulwagan ng Karunungan on the ground floor is used for bidding activities

Two practical notes. First, offices move, and a floor listed in one document may not match another issued in a different year, so the building plus the office name is a safer address than a floor number alone. Second, when an issuance names a contact office, it names it precisely — the calendar order, for example, directs inquiries to the Bureau of Learning Delivery, Office of the Director, 4th Floor, Bonifacio Building. Following the issuance is better than following a directory.

The Part Nobody Expects: Some of It Is in Makati

This is the most useful non-obvious fact about the DepEd main office. Several Central Office units do not sit at the DepEd Complex at all. The Citizens Charter lists them at TechZone, Gil Puyat Avenue, Makati City, on the 17th and 18th Floors:

  • Information and Communications Technology Service — Technology Infrastructure Division, Solutions Development Division, and User Support Division
  • Bureau of Human Resource and Organizational Development — Personnel Division
  • Education Facilities Division
  • Finance Service — Employee Account Management Division
  • Bureau of Curriculum Development — Special Curricular Programs Division (18th Floor)
  • Public Affairs Service — Publications Division (18th Floor)

If your business is with any of those, the journey to Pasig is wasted. Check which office owns your concern first, then check where that office actually is.

The Contact Lines DepEd Publishes

DepEd runs more than one public-facing line, and they are not interchangeable.

PurposeWhat DepEd publishes
General public assistanceDepEd Action Center: (02) 8633-1942, 8636-1663; mobile 0919-456-0027; [email protected]
Public assistance officePublic Assistance Action Center, Public Affairs Service, 1F Mabini Building: 8638-8641, 8638-7530
Learner protectionLearner Rights and Protection Office: 0945 175 9777, (02) 8632-1372; [email protected]
Office of the Secretary[email protected]
Baguio Teachers Camp(074) 442-3517, (074) 422-6887, (074) 442-2659; [email protected]

The learner protection line deserves emphasis because it is the one people do not know exists. DepEd's contact page carries it alongside references to the Learners TeleSafe Contact Center helpline and Women and Children Protection Units across the country. Where a child is in immediate danger, the police and local authorities come first; the DepEd line is for the departmental side of a case.

What the Main Office Actually Decides

Philippine basic education governance is layered under Republic Act No. 9155, the Governance of Basic Education Act of 2001, which distributes authority across the national office, regional offices, schools division offices and schools. Each layer has its own remit, and the design intends most decisions to be made close to the school.

LevelTypical remit
Central OfficeNational policy and issuances, national programmes and assessments, curriculum, appeals a region could not resolve, matters reserved to the Secretary
Regional OfficePolicy contextualisation, technical assistance to divisions, regional competitions, appeals from divisions
Schools Division OfficeLearner records, enrolment, school forms, teacher applications and deployment, school supervision
SchoolEverything that happens to a specific learner

The everyday consequence: almost nothing an ordinary person needs is decided at the main office. A Form 137, a late enrolment, a records correction, a teacher application, a dispute with a school — all of these are division business. Our schools division office guide sets out what a division decides, and our regional and division offices directory guide gives verified contacts for the offices that will actually action your request.

Going to the Central Office with a division matter does not accelerate it. It routes the request back down to the same division, with an extra handoff attached.

When the Main Office Is the Right Address

There is a short list where national is correct:

  • Policy questions about the content of an issuance, which the issuance itself usually routes to a named bureau
  • National programmes administered centrally, where the issuance names a Central Office contact
  • Appeals that have exhausted the school, division and regional levels
  • Media, partnership and institutional matters, which the Public Affairs Service and the External Partnerships Service handle
  • Anything an issuance expressly directs to a named Central Office bureau

That last one is the cleanest test available. If the document you are acting on names an office, use that office. Our DepEd explainer covers the department's mandate and structure, and our list of DepEd Secretaries covers who has led it.

Before You Travel

  • Identify the office, not just the department. DepEd is dozens of bureaus, services and divisions.
  • Check whether that office is in Pasig or Makati. Several are in Makati.
  • Read the issuance you are acting on. It usually names the responsible bureau, its floor, its email and its telephone numbers.
  • Confirm the details are current against DepEd's own directory, not a third-party list, this one included.
  • Ask whether your division can do it. Most of the time it can, faster.

Disclaimer: this is an explainer, not a government portal. SchoolFinderPH is not affiliated with DepEd, does not forward messages to any DepEd office, and does not process records, enrolment or complaints. Contact details were checked against DepEd published pages in August 2026 and may change; verify against the official directory linked below.

Frequently Asked Questions

Where is the DepEd main office?

The DepEd Central Office is the DepEd Complex on Meralco Avenue, Pasig City 1600. That address appears on the letterhead of DepEd Orders and Memoranda themselves, which is the most reliable place to see it, since every issuance carries it. The complex is a campus of several buildings rather than one tower, so a useful address includes the building and floor as well as the street.

Which buildings are inside the DepEd Complex?

Four names recur across DepEd official documents: the Rizal Building, the Mabini Building, the Bonifacio Building and the Alonzo Building. The Citizens Charter places the Records Division, the Bureau of Education Assessment education assessment division, the Legal Service, the National Educators Academy of the Philippines divisions and the Public Assistance Action Center in Mabini, and the Cash, Accounting and Budget divisions in Alonzo. The Bureau of Learning Delivery is on the 4th Floor of the Bonifacio Building.

Are all DepEd Central Office bureaus in Pasig?

No, and this catches a lot of people out. The DepEd Citizens Charter lists a number of Central Office units at the 17th and 18th Floors of TechZone on Gil Puyat Avenue in Makati City, including divisions of the Information and Communications Technology Service, the Bureau of Human Resource and Organizational Development personnel division, the Education Facilities Division, the Finance Service employee account management division, and divisions of the Bureau of Curriculum Development and the Public Affairs Service. Check the office before you travel.

What is the DepEd Action Center number?

DepEd official contact page lists the DepEd Action Center at (02) 8633-1942 and 8636-1663, with the mobile number 0919-456-0027 and the email [email protected]. The Citizens Charter separately lists the Public Assistance Action Center under the Public Affairs Service, on the 1st Floor of the Mabini Building, at 8638-8641 and 8638-7530. Numbers change, so confirm against DepEd own page before relying on any of them.

Where do I report a concern about a learner being harmed?

DepEd publishes a separate line for that. Its contact page lists the Learner Rights and Protection Office with the numbers 0945 175 9777 and (02) 8632-1372 and the email [email protected], alongside references to the Learners TeleSafe helpline and the Women and Children Protection Units. Urgent matters involving immediate danger belong with the police and local authorities first.

Should I go to the Central Office for a Form 137 or an enrolment problem?

Almost never. Learner records, enrolment disputes, school forms and teacher applications are handled at schools division office level, and the division is where a request can actually be actioned. Bringing those to the national office adds a routing step that sends the request back down to the same division. The Central Office handles policy, national programmes, appeals that a region could not resolve, and matters the law reserves to the Secretary.

Is the Baguio Teachers Camp part of the Central Office?

It is a DepEd facility listed in the Central Office directory rather than a bureau of the main office. DepEd directory gives the Baguio Teachers Camp numbers as (074) 442-3517, (074) 422-6887 and (074) 442-2659, with the email [email protected]. It is a training and accommodation facility, not an office that processes learner records.
