CBRC Zamboanga: LET and Criminology Review, and the Address Problem

TL;DR — CBRC Zamboanga is a franchise branch covering LET and criminology review in Zamboanga City. The single most important thing to know before you go: CBRC's own national branch directory gives a different address from the one on our record, with the same phone number. Confirm which building is current before you travel. No fee is published for this branch anywhere.

CBRC Zamboanga matters more to a Zamboanga candidate than a CBRC branch does to someone in Manila, and for a simple reason: there is far less to choose from. Our Zamboanga City listing is short. In Metro Manila a LET candidate has a dozen serious options. Here you have a handful, and the practical question shifts from "which is best" to "which one actually runs the programme I need this cycle".

The network-level picture is covered in our CBRC guide. This post is about the Zamboanga branch, and it starts with a problem.

Two addresses, one phone number

CBRC's national branch directory lists the Zamboanga branch at:

3rd Floor, Lubel Bldg., P. Brilliantes St., Zone II (Fronting Puericulture Hospital), Zamboanga City

Our own directory record has:

3rd Floor, GL Building, Urdaneta St., Zamboanga City

Both say third floor. The phone numbers overlap: CBRC lists 09061837245 and 09694632793, and our record carries 0906 183 7245. Same branch, in other words, with two buildings attached to it. The most likely explanation is a relocation that one of the two sources has not caught up with, and CBRC's own page is the one to trust on where its branch is.

We are flagging it rather than quietly picking a winner because the consequence falls on you. If you are travelling in from Zamboanga del Norte or Basilan to enrol in person, going to the wrong building costs you a day. Call first and ask which building, then ask for a landmark. The Puericulture Hospital reference on CBRC's listing is exactly the kind of landmark that makes a tricycle ride work.

What the branch covers

Our record lists two exams for this branch: the Licensure Examination for Teachers and the Criminologist Licensure Examination. Those are also CBRC's two largest programmes nationally, which is why they are the pair that appears at most provincial branches.

CBRC as a company runs a much wider catalogue, covering nursing, midwifery, Civil Service, NMAT, language programmes, and international recognition courses. Do not read the national catalogue as a branch offering. A franchise branch runs the programmes it can fill a room for, and a nursing cohort that works in Manila may not exist in Zamboanga in a given cycle.

The question to ask is specific: is there a class starting for this exam, on what date, and how many people are enrolled? A confident date and a number means the class is running. A "message us when you are ready to enrol" means it opens only if enough people sign up, and you should have a backup.

What a franchise branch controls, and what it does not

CBRC is a franchise network with more than a hundred branches, and understanding the split is the most useful thing you can carry into a branch visit.

Set by CBRC nationallySet by the local branch
Curriculum and review materialsClass schedule and start dates
The lecturer pool and brand standardsWhich lecturers actually teach your cohort
The online platformFees, instalment terms, discounts
ISO-certified quality systemRefund and deferral policy
National promotionsClassroom, facilities, office hours

This is why "CBRC is good" and "CBRC is bad" are both useless statements. The brand is consistent; the delivery is local. When people report very different experiences at two branches of the same review centre, the franchise structure is almost always the reason.

For you, the practical implication is that the person who can answer your real questions is the branch, not head office, and the answers you get are binding on that branch only.

The Ipil connection

CBRC's directory also lists a separate branch, Ipil Zamboanga, at Yoho Building, Sanito, Ipil, Zamboanga Sibugay. It carries the same two phone numbers as the Zamboanga City branch: 09061837245 and 09694632793.

Shared numbers across two listings almost always means one local operator running both. That is worth knowing for two reasons. If you live in Sibugay, Ipil may be the nearer option for the same programme and the same operator. And if the Zamboanga City schedule does not suit you, asking about Ipil is a real alternative rather than a different company.

The fee question

No fee is published for this branch. CBRC does not publish branch-level pricing anywhere on its national site, and our record carries no figure either. We will not invent one.

When you call 0906 183 7245 or 0969 463 2793, ask for:

  1. The fee for your exam and your format, stated separately for face-to-face and online.
  2. What the fee includes. Handouts, mock exams, and platform access are sometimes bundled.
  3. The instalment schedule and the down payment required to hold a seat.
  4. The start date and the enrolment cut-off.
  5. Whether lectures are live or recorded, and who delivers the face-to-face sessions.
  6. The refund and deferral policy if you cannot finish the cycle, in writing.

Our review centre cost guide gives the range Philippine review programmes generally fall in, which is enough to spot a quote that is out of line. If money is the binding constraint, our post on whether a review centre is worth it and the self-review comparison are the honest starting points.

How to judge a franchise branch on one visit

Because the brand tells you almost nothing about the branch, the visit does the work. Six things are worth looking at while you are in the building, and none of them require you to know anything about review centres.

  1. Is the classroom in use right now? A branch running classes looks like a branch running classes. An empty office in the middle of a review cycle is a signal.
  2. Can they name the lecturer for your subject? Not "CBRC lecturers", a name and what they teach. A branch that cannot is buying lecturers cycle by cycle.
  3. Is there a printed schedule? A specific calendar with dates and subjects, not a promise that one will follow.
  4. How many are enrolled for your cohort? A number, not "many". This is the single best predictor of whether the class actually opens.
  5. Are the materials on hand? CBRC supplies handouts and quizzers. If the branch cannot show you a set, ask when they arrive.
  6. Will they put the refund policy in writing? A branch that will is a branch that has one.

None of this is adversarial. It is the same due diligence you would do on any prepayment of tens of thousands of pesos to a business you have not dealt with before. Our how to choose a review centre post covers the wider version of this checklist.

The Zamboanga alternatives

TopRank Review Academy lists a Zamboanga branch on its own site, at 3rd Floor, Park Pavilion Building, Nunez Extension Street. TopRank's core programme is nursing rather than teaching, so for a LET candidate it is not really a substitute. Our directory also carries a Zamboanga entry for Padilla Review Center, which covers civil engineering.

That is close to the full picture, and it explains why online review is a bigger part of the calculation here than in Cebu or Manila. If the branch is not running your programme this cycle, the realistic options are a nationwide online programme or travelling to Davao. Our guide to online review centres and the online versus classroom comparison cover that trade-off, and if teaching is your route, our LET review centre guide covers what the programme should contain.

Who this branch suits

A Zamboanga Peninsula LET or criminology candidate who wants classroom structure and does not want to relocate. In a city with few options, a branch of a large network with a standardised curriculum is a reasonable default, and the Ipil sibling branch widens the geographic reach.

It suits you less if you need an exam outside the LET and criminology pair, or if you need certainty about dates well in advance. Provincial franchise branches run on cohort size, and cohort size is not something you can check from a website.

One thing that is genuinely in the branch's favour: CBRC's materials and platform are the same ones used in Manila. What you are gambling on locally is the schedule and the room, not the content.

Frequently Asked Questions

Where is CBRC Zamboanga?

Two addresses are in circulation. CBRC's own national branch directory lists 3rd Floor, Lubel Building, P. Brilliantes Street, Zone II, fronting Puericulture Hospital. Our directory record has 3rd Floor, GL Building, Urdaneta Street. The phone number is the same on both, which suggests a relocation rather than two separate branches. Call before you travel.

What exams does CBRC Zamboanga cover?

Our record lists the Licensure Examination for Teachers and the Criminologist Licensure Examination for this branch. CBRC nationally runs a much wider catalogue, including nursing, midwifery, Civil Service, and NMAT, but a franchise branch only runs what it has the cohort and the lecturers for. Confirm directly with the branch rather than assuming the national list applies locally.

How much does CBRC Zamboanga cost?

No fee is published for this branch, on CBRC's national site or anywhere else we could verify. CBRC does not publish branch-level pricing at all. Call 0906 183 7245 or 0969 463 2793 and ask for the fee for your programme and format, what it includes, and whether instalments are available.

Is CBRC Zamboanga the same as CBRC Ipil?

They are listed as separate branches, but they share both phone numbers on CBRC's national directory, which strongly suggests one local operator runs both. CBRC Ipil is at Yoho Building, Sanito, Ipil, Zamboanga Sibugay. If you are in Sibugay rather than Zamboanga City, ask whether the Ipil branch runs the programme you want.

Does CBRC Zamboanga offer online review?

Our record flags this branch for both online and face-to-face delivery. CBRC nationally runs an online platform alongside classroom review. What is worth clarifying is whether the online component is delivered by the branch or by CBRC centrally, because that determines who you contact when something goes wrong.

Are CBRC branches franchises?

Yes. CBRC operates as a nationwide franchise network. The brand supplies the curriculum, the materials, and the ISO-certified quality system; the local operator sets the schedule, staffs the office, and handles your payment and refund terms. That is why experiences differ noticeably between branches of the same brand.

What other review centres are there in Zamboanga City?

Our Zamboanga City listing is thin, which is itself the point: CBRC is one of only a handful of options. TopRank Review Academy also lists a Zamboanga branch on its own site, at Park Pavilion Building on Nunez Extension. For most other exams, Zamboanga candidates end up choosing between an online programme and travelling to Davao or Cebu.

What should I ask before enrolling at a CBRC branch?

Ask for the current start date and enrolment cut-off, the fee and what it includes, whether lectures are live or recorded and who delivers them, how many sessions are face-to-face, the refund and deferral policy, and the branch's own recent results if it will share them. All six are local decisions, not network ones.
