TL;DR: Pampanga's private-school field concentrates in Angeles City and the City of San Fernando. Angeles University Foundation holds CHED Autonomous Status and PAASCU Level IV programmes, Holy Angel University is the oldest of the group at 1933, and University of the Assumption is the only one that publishes a full tuition schedule on its own site (a Comparative Schedule of Tuition and Other School Fees for AY 2026-2027). Everyone else quotes on request.
Why Pampanga is a strong education hub
Pampanga is Central Luzon's commercial and education centre. Angeles City and the City of San Fernando between them hold the province's universities, its largest Catholic schools, and a Philippine Science High School campus in the Clark Freeport Zone. The province draws students from across Region III because those institutions exist locally rather than in Metro Manila.
What Pampanga does not have is price transparency. We checked the official websites of the province's main private institutions. One publishes a full comparative fee schedule, one publishes fee tables behind a student login, and the rest do not publish figures at all. Any article quoting a neat "₱25,000 to ₱50,000" band for Pampanga private schools is inventing it. This guide gives you what is verifiable instead: who runs each school, how it is accredited, and where the actual fee document lives.
What to check before you commit
- Accreditation, and at what level. PAASCU and PACUCOA accredit programmes, not whole schools. Ask which specific programme is accredited and to what level.
- CHED status for colleges. Autonomous or deregulated status is granted institution-wide and is a stronger quality signal than a marketing page.
- Board exam performance in your programme. Ask the registrar for the school's most recent passing rate in your field, and compare it with the national average.
- SHS strands actually resourced. A school can list STEM without having the laboratories to teach it.
- The full fee document, not the tuition line. Miscellaneous fees, books and uniforms move the real number substantially.
- The commute. Angeles versus San Fernando is a genuine daily difference.

Private institutions in Angeles City
Holy Angel University
Address: #1 Holy Angel Avenue, Sto. Rosario, Angeles City Levels: Basic education through graduate school Fees: Published for SY 2026-2027, but behind an HAU Office365 login
Holy Angel University was established in 1933 by the local philanthropist Juan D. Nepomuceno and describes itself as the first Catholic school in the Philippines founded by a layman, and the country's first coeducational Catholic high school. It runs basic education, undergraduate and postgraduate programmes on one Angeles campus.
Its finance page lists fee tables for SY 2026-2027 covering freshmen and transferees, first semester all levels, first trimester, and graduation fees. Opening them requires an HAU account, so incoming families have to email the accounting office at [email protected] for figures. That is more than most Pampanga schools offer, but it is not open publication.
Angeles University Foundation
Address: Angeles City Levels: Basic education through graduate school, including medicine Fees: Not published openly
Angeles University Foundation is a non-stock, non-profit institution established on 25 May 1962 as the Angeles Institute of Technology by Agustin P. Angeles, Dr. Barbara Y. Angeles and family. It was granted university status on 16 April 1971 and has held CHED Autonomous Status since 2003, along with CHED IQuAME certification.
AUF is the strongest choice in the province for health sciences. Its School of Medicine was established in June 1983 and it operates its own medical centre, which is what gives its nursing and allied-health students clinical placements on site. Several College of Arts and Sciences programmes, including Communication, Biology and Psychology, carry PAASCU Level IV accreditation, the highest tier PAASCU awards.
Systems Plus College Foundation
Address: Sta. Isabel Building, Balibago, Angeles City Levels: Grade school, junior high, senior high, college and graduate studies Fees: Not published on the site
Systems Plus College Foundation runs a wide programme mix across computing and information sciences, business, engineering, criminology, education, hospitality management and nursing, plus a basic education department. It states that more than ten of its undergraduate and graduate programmes hold PACUCOA accreditation. Fee enquiries go through the school directly.
Philippine Science High School - Central Luzon Campus
Address: Clark Freeport Zone Levels: Grades 7 to 12 Fees: Scholarship school, no tuition
Not a private school, but the option most worth knowing about if your child is strong in science and maths. PSHS Central Luzon Campus opened on 28 June 2009 under the Department of Science and Technology. Entry is by the PSHS National Competitive Examination, open to Filipino citizens only; Grade 6 applicants generally need to be in the top 10 per cent of their batch with no grade below 80, or show special aptitude in science and maths with at least 85 in those subjects.
One thing to correct if you are reading older material: the PSHS System is now governed by Republic Act 12310, which expands the system and strengthens its governance, and which repealed RA 8496, the PSHS System Act of 1997.
Private institutions in the City of San Fernando
University of the Assumption
Address: Unisite Subdivision, Del Pilar, City of San Fernando Levels: Grade school, junior high, senior high, college and graduate school Fees: Published as a downloadable Comparative Schedule of Tuition and Other School Fees for AY 2026-2027
University of the Assumption describes itself as the first archdiocesan Catholic university in Asia. It covers grade school through graduate school on one campus in San Fernando and lists PAASCU accreditation, including Level II re-accreditation for its BS Information Technology programme.
For budgeting purposes UA is the most useful school in the province, because it is the only one that puts a comparative fee schedule where a prospective family can read it before enquiring. If you are trying to benchmark what a Pampanga private education costs, start there.
Other San Fernando options
The capital also has Our Lady of Fatima University Pampanga, Harvardian Colleges, St. Scholastica's Academy, San Fernando, St. Mary's Academy and STI College San Fernando. None of these publishes a fee schedule publicly, so treat any figure you find quoted for them online as unverified.
What each school actually publishes
| School | City | Levels | Accreditation / status | Fees published? |
|---|---|---|---|---|
| University of the Assumption | San Fernando | Grade school to graduate | PAASCU (BSIT Level II re-accreditation) | Yes, comparative schedule AY 2026-2027 |
| Holy Angel University | Angeles | Basic education to graduate | Founded 1933; accreditation listed on site | Behind a student login |
| Angeles University Foundation | Angeles | Basic education to graduate, incl. medicine | CHED Autonomous since 2003; PAASCU Level IV programmes | No |
| Systems Plus College Foundation | Angeles | Grade school to graduate | 10+ programmes PACUCOA-accredited | No |
| PSHS Central Luzon | Clark Freeport Zone | Grades 7-12 | DOST scholarship school under RA 12310 | No tuition |
The public and state options
If cost is the deciding factor, Pampanga's state and local institutions matter more than any private discount. Don Honorio Ventura State University in San Fernando and City College of San Fernando fall under the free higher education law, and PSHS Central Luzon is a full DOST scholarship for qualifying Grade 7 entrants.
Weigh the trade-offs in our comparison of private versus public schools in the Philippines and read free tuition in state universities for who qualifies and what the law does not cover.
Money you can actually plan around
Since Pampanga private schools mostly do not publish prices, the numbers you can budget with are the government subsidies.
DepEd Order No. 011, s. 2026, the revised E-GASTPE guidelines effective SY 2026-2027, sets both. Section 21 and Table 5 put the Education Service Contracting grant for Grades 7-10 at PHP 13,000 a year in NCR, PHP 11,000 in highly urbanised cities outside NCR and PHP 9,000 in all other locations. Section 48 and Table 13 put the Senior High School Voucher Programme at PHP 20,000 a year in a highly urbanised city outside NCR and PHP 17,500 elsewhere for Categories A, B and C, and PHP 16,000 and PHP 14,000 for Categories D and E. In both programmes the school is paid the lower of its total fees or the cap, so check which tier your target school falls into and whether it is an active participating school this year.
One change families get wrong: nobody qualifies automatically any more. Qualified Voucher Recipient is the status you receive once your application is approved. Categories A to D file directly at the private senior high school they choose; only Category E, Grade 10 completers from private schools, still applies through OVAP. Our SHS voucher programme guide covers eligibility and the OVAP application in full.
Beyond that, ask each admissions office directly about academic scholarships, sibling discounts and parish or foundation grants. These are frequently under-advertised and awarded first-come.
Enrolment basics
Private schools in Pampanga generally ask for:
- PSA birth certificate
- Report card (Form 138) and certificate of good moral character
- Recent ID photos
- For transferees, an honourable dismissal and previous school records
- An entrance test or interview at some schools
For the complete checklist see our guide to enrolment requirements for private schools. If you are entering Grade 11 or 12, the senior high school enrolment guide walks through strand selection and voucher steps.
