TL;DR: UPCAT stands for University of the Philippines College Admission Test. It is one exam, run once a year by the UP Office of Admissions, that covers admission to every UP campus. It is taken by Grade 11 students about to graduate and by senior high school graduates who have not started college, and each person may take it only once.
The definition
UPCAT is the University of the Philippines College Admission Test. It is the entrance examination that the UP System uses to select first-year undergraduate students across its constituent universities, and it has been in use since 1968.
Three things make it unusual compared with other Philippine entrance exams:
- One exam covers the whole system. You do not sit a separate test for UP Diliman and another for UP Cebu. The UP Office of Admissions administers a single test, and you indicate campus preferences on the application.
- The test score is not the whole decision. UP combines your standardised UPCAT result with your Grade 8 to 11 final grades into a single ranking figure.
- You get one attempt, ever. The admissions bulletin requires that applicants have not taken the UPCAT before. There is no retake.
Who is eligible
The UP Office of Admissions sets eligibility in its General Information Bulletin. You may apply if you are:
- a Grade 11 student expected to graduate senior high school by the end of the coming academic year, or
- a senior high school graduate
and you have not:
- taken any college or post-secondary course since graduating high school
- taken the UPCAT before
- had a UP application processed in a non-UPCAT year
You also need complete final grades for Grades 8, 9, 10 and 11 by the submission deadlines, because those grades are part of your ranking figure.
Note what is not on that list: an age limit, a minimum general average, a required senior high school strand, or a requirement to be from any particular type of school. A student from any DepEd-accredited senior high school can apply. Strand matters for what you are prepared for and for programme prerequisites at some universities, not for UPCAT eligibility itself. If you are still choosing, SHS tracks and strands explained is the place to start.
Who is not eligible
The exclusions catch more people than the inclusions do.
Anyone who has already taken the UPCAT. This is the hard one. A disappointing result is not appealable by re-sitting the exam.
Anyone who has started college. Even a semester of units elsewhere closes this door. Graduates applying must submit an affidavit of non-enrolment. If you already have college credit and want to study at UP, transfer admission is the route, and it is run by each constituent university with its own unit and grade requirements. UP Cebu's registrar, for example, points students toward transferring after completing 33 units elsewhere with a general weighted average of 2.0 or better.
Anyone whose school never confirms them. Not a formal ineligibility, but functionally the same outcome. An authorised school official must complete the High School Profile form online for your application to proceed.
The vocabulary you will run into
The UPCAT conversation is full of acronyms that nobody defines. Here they are.
| Term | What it means |
|---|---|
| UPG | University Predicted Grade. The single figure UP ranks applicants by, combining your standardised UPCAT score with your Grades 8 to 11 record. The UP Office of Admissions has said the test carries 60 percent and grades 40 percent |
| CU | Constituent university. UP's campuses are constituent universities, not branches, and each has its own registrar and programme list |
| Quota | The number of slots a campus or degree programme has. Selection is based on your rank against the quota and cut-off grades |
| Cut-off | The UPG of the last applicant admitted before a quota filled. UP does not publish these in advance, and they move every cycle |
| Qualifier | An applicant who received an offer of admission. UP's own releases use "qualifier", not "passer" |
| Waitlisted | You met the requirements but the programme had no slots left. You may still be offered a place if enough qualifiers decline |
| DPWAS | Degree Program with Available Slots. You cleared the campus but not any programme you listed, so you choose from programmes with remaining room |
| DIWA | The UP portal used for DPWAS selection, waitlists, appeals and the Iskolar ng Bayan Program |
| INB | Iskolar ng Bayan Program, for Filipino public high school graduates in the top ten of their graduating class, applied for during the appeals period |
| Form 1 / 2A / 2B | The Personal Data Sheet you file, the High School Profile your school files, and the High School Record you file after the exam |
What the exam looks like
Four subtests: Language Proficiency, Reading Comprehension, Mathematics and Science. Language Proficiency and Reading Comprehension carry items in both English and Filipino. The UP Office of Admissions describes the exam as running approximately five hours in one sitting.
UP does not publish a total item count, per-subtest item counts, separate subtest time limits, or a topic blueprint. Any specific figure you see for those is reconstructed by review sites from what past takers recall. We go through what is documented and what is not in what the UPCAT actually covers.
The exam is administered once a year, and in recent cycles it has fallen on a Saturday and Sunday at the start of August with morning and afternoon sessions. The most recent administration used 118 test centres nationwide. Exact dates are announced each cycle by the Office of Admissions, so check upcat.up.edu.ph rather than working from any date you read secondhand.
How it differs from other entrance exams
Most private universities and many state universities run their own entrance tests with their own formats, fees, schedules and criteria. A few practical differences worth knowing:
- Coverage. One UPCAT application is considered for multiple UP campuses. Applying to three private universities generally means three separate exams, three fees and three schedules.
- Repeatability. The UPCAT is once per person. Other institutions' rules vary and some do allow re-sitting in a later cycle.
- Weighting of grades. UP explicitly folds your Grade 8 to 11 record into the ranking figure. Other schools weigh academic records differently or not at all.
- Fees. Filipino citizens pay no UPCAT application fee, per the UP bulletin. Non-Filipino applicants residing in the Philippines pay PHP 450, and non-resident foreign applicants pay USD 50. Private university testing fees are set individually by each school.
Practically, this means the UPCAT should sit inside a wider application plan rather than being the plan. For what other schools ask for, see college admission requirements in the Philippines, then check each university's own admissions page for its exam format and dates.
What happens after you take it
You submit the High School Record form after the exam, along with a certified true copy of your permanent school record, and then you wait. UP has released outcomes in the first half of the year following the exam.
Possible results, per the bulletin: qualified to a degree programme, waitlisted for a degree programme, waitlisted with a Degree Program with Available Slots, not qualified, or pending. Qualifiers accept their offer within a confirmation period, and failing to accept forfeits the slot. Applicants who receive no offer but meet a minimum UPG of 2.800 get access to the DIWA portal to appeal to programmes and campuses with available slots.
The scale is worth understanding early rather than late. For admission to academic year 2026-2027, UP reported 18,350 qualifiers out of 147,437 applicants, a qualification rate of 12.44 percent. The previous cycle produced 17,996 qualifiers from 135,236 applicants. Roughly seven in eight applicants do not qualify in a given year. That is a statement about the number of slots, not about the people who applied.
Two other numbers from the same release are worth carrying with you. Public school graduates made up 57.1 percent of qualifiers, up from 55 percent, and 21.45 percent of qualifiers came from households earning ₱200,000 or less a year. UP being competitive and UP being accessible are not in tension in the way people assume.
Where to go from here
If you are early in this and just wanted the definition, you have it. If you are actually applying, the next three things to read are the UPCAT guide for how selection works, how to apply for the UPCAT for the forms and documents, and the UPCAT reviewer guide for preparation.
And build a shortlist that does not depend on one result. An afternoon spent comparing three realistic universities beats an afternoon refreshing a results page.
Disclaimer
Eligibility rules, exam format, fees, schedules and admission procedures are set by the UP Office of Admissions and change from cycle to cycle. Confirm current details at upcat.up.edu.ph or with your school's guidance office.
