SGOD: The School Governance and Operations Division

TL;DR: SGOD stands for School Governance and Operations Division, one of the two functional divisions inside a DepEd Schools Division Office. It was created by DepEd Order No. 52, s. 2015, the order that implemented DepEd's rationalised organisational structures under Republic Act No. 9155 and the government-wide rationalisation begun by Executive Order No. 366, s. 2004. SGOD covers planning and research, school management monitoring and evaluation, human resource development, education facilities, school health, and social mobilisation and networking. Critically, the order does not give every division the same sections: the Social Mobilization and Networking Section was created only for medium, large and very large divisions, which is one reason SGOD looks different from one province to the next.

Teachers meet SGOD through reports. School heads meet it through plans, facilities requests and monitoring visits. Almost nobody meets it through a document that says plainly what it is. This guide sets out what the organisational order actually created, what it deliberately left to vary, and where the acronym gets used more loosely than the issuance allows.

Where SGOD Sits

A Schools Division Office has three parts, not two. SGOD is the operations half of the functional work.

Unit inside an SDOWhat it owns
Office of the Schools Division Superintendent (OSDS)The superintendent and assistant superintendent, plus administrative, finance, records, legal and ICT services
Curriculum Implementation Division (CID)Instructional management, learning resource management, district instructional supervision
School Governance and Operations Division (SGOD)Planning and research, school management monitoring and evaluation, human resource development, education facilities, school health, social mobilisation and networking

If you are new to the layer above your school, our guide to what a Schools Division Office is covers how divisions are defined and when a concern should be escalated to one, and the directory of DepEd regional and division offices has verified contact details.

The Order That Created It

DepEd Order No. 52, s. 2015, "New Organizational Structures of the Central, Regional, and Schools Division Offices of the Department of Education," is the root document. Its own background section traces the chain: RA 9155, the Governance of Basic Education Act of 2001, decentralised governance to the field; Executive Order No. 366, s. 2004 directed a strategic review of executive branch operations and organisations; DepEd revised its Rationalization Plan from December 2011; and the Department of Budget and Management approved that plan, including the rationalised structure and staffing pattern, on 15 November 2013.

The order also names the organisational strands common to every level of the Department. SGOD belongs to the Governance and Operations strand, described in the order as the strand that ensures the organisation can continuously improve and be strategic in managing the environment in which teaching and learning take place. That sentence is the cleanest one-line definition of SGOD you will find, because it explains the division by what it is not: it is not the curriculum, it is the conditions around the curriculum.

Disclaimer: DO 52, s. 2015 sets the national structure. Divisions publish their own office directories, and the person who actually handles a given concern varies. Check your division's site before assuming a section name.

What Is Actually Inside SGOD

The enclosure listing DBM-approved actions on existing offices shows SGOD being created with these units, and the old Health and Nutrition Unit being retained and renamed into it.

SectionStated accountability in DO 52, s. 2015
School Management Monitoring and EvaluationStandards and policies for managing schools, quality management system implementation, assessment, and technical assistance
Planning and ResearchFormulating and implementing division education plans and standards, running division planning and data management systems, conducting research to inform management decisions
Human Resource DevelopmentHuman resource development systems that keep competent education leaders, teaching and non-teaching personnel available
Education FacilitiesStructurally and physically safe buildings, grounds and facilities for the division office, schools and learning centres
School Health and NutritionHealth programmes, basic health and nutrition services, a healthful school environment, and partnerships for resource generation
Social Mobilization and NetworkingResources needed by the division office, schools and learning centres, and compliance with standards for good governance and effective operations

Two structural details matter more than the names.

Not every division gets all six. The order creates the Social Mobilization and Networking Section only for medium, large and very large SDOs, and the functions statement adds that in small-sized schools divisions those functions are merged with School Management Monitoring and Evaluation. The same pattern applies elsewhere in the SDO: legal and ICT positions are applicable only to very large, large and medium divisions, even though the order says the services still need to be provided. So a small division does not have fewer duties, it has fewer plantilla positions to spread them across.

SGOD is the field counterpart to several separate central bureaus. The order maps counterparts across levels, and SGOD is where a surprising number of them land: the Disaster Risk Reduction and Management Service maps down to Social Mobilization and Networking; the National Educators Academy of the Philippines maps to Human Resource Development; the Bureau of Human Resource and Organizational Development maps to Human Resource Development and to School Management Monitoring and Evaluation; the Education Facilities Division maps to Education Facilities. One division absorbs work that four central offices generate.

Where the Acronym Gets Used Loosely

Three habits are worth naming, because they cause real confusion in memos.

"SGOD" used to mean a person. In practice people say "SGOD said" when they mean a specific section or a specific Senior Education Program Specialist. The order creates sections, not a single desk. If you need an answer, name the section.

"EPS" used loosely inside SGOD. Education Program Supervisor is a Curriculum Implementation Division position by design. The specialists staffing SGOD sections are commonly Senior Education Program Specialists, and national memoranda address them that way: a 2024 national memorandum on in-service training, for example, directs the SGOD human resource development and school management monitoring and evaluation Senior Education Program Specialists to report the returns. Our guide to the Education Program Supervisor role sets out the position DepEd actually defines.

Youth formation, DRRM and gender focal work. These are real division-level jobs that usually sit under SGOD, but the order does not create sections named for them. They are functions carried by existing sections, which is why the reporting line differs by division.

What Lands on SGOD in a Normal School Year

Policy language stays abstract, so here are documented examples where a national issuance names SGOD or one of its sections.

School health and WinS monitoring. Under DepEd Order No. 10, s. 2016, the comprehensive Water, Sanitation and Hygiene in Schools policy, the Schools Division Office monitors implementation through the School Management Monitoring and Evaluation Section, and consolidates school reports for the regional office. Our WinS guide explains the programme and what schools are actually required to have.

In-service training reporting. The national guidelines for in-service training charge division-organised training to the human resource development fund and school-based training to school MOOE, and require the returns to be encoded by SGOD specialists before regional validation. Our INSET guide covers the funding split and the reporting chain.

School governance councils. Under DepEd Order No. 26, s. 2022, the implementing guidelines on the establishment of School Governance Councils, the SGOD at the division office is the focal office supporting the superintendent on appeals, and is directed to maintain the list of council members who have been disqualified.

School forms validation. Under DepEd Order No. 11, s. 2018 every division forms a Division Checking Committee with the SGOD chief as a vice chair, and the split of work gives SGOD the enrolment counts, school leavers, transfers in and out and related indicators, while CID handles eligibility and assessment. See the DepEd school forms guide for what each form carries.

Practical Notes

  • Route the question by function, not by habit. Curriculum, learning materials and instructional supervision go to CID. Plans, data, personnel development, facilities, health and stakeholder partnerships go to SGOD.
  • Ask for the section, then the person. "SGOD" is a division of five or six sections. Naming the section is the difference between an answer this week and an answer next month.
  • Expect variation and check it. If your division is small, the section you are looking for may not exist as a separate unit, and its work may sit with School Management Monitoring and Evaluation.
  • Cite the order when you need to. For any plan, proposal or research paper, the correct citation for the division's existence and its sections is DO 52, s. 2015, not a division org chart.
  • Do not confuse the position titles. Education Program Supervisor and Senior Education Program Specialist are different positions with different homes in the structure.

Frequently Asked Questions

What does SGOD stand for in DepEd?

School Governance and Operations Division. It is one of the two functional divisions inside a Schools Division Office, alongside the Curriculum Implementation Division, and it was created by DepEd Order No. 52, s. 2015, the order that rolled out DepEd's rationalised organisational structures.

What is the difference between SGOD and CID?

CID owns curriculum delivery: instructional supervision, learning resources, and district instructional supervision. SGOD owns the conditions around teaching: planning and research, school management monitoring and evaluation, human resource development, education facilities, school health, and social mobilisation and networking. A rough test is whether the question is about what is taught or about what makes teaching possible.

What sections are inside SGOD?

Under DepEd Order No. 52, s. 2015 the division was created with a School Management Monitoring and Evaluation Section, a Planning and Research Section, a Human Resource Development Section, an Education Facilities Section, and a Social Mobilization and Networking Section, with the former Health and Nutrition Unit retained and renamed the School Health Section.

Does every SGOD have the same sections?

No, and the order says so. The Social Mobilization and Networking Section was created only for medium, large and very large schools division offices; in small divisions those functions are merged with School Management Monitoring and Evaluation. That is why the same job title can report to a different section depending on the division.

Is SGOD the office that handles school buildings?

The Education Facilities Section sits under SGOD, and its stated accountability is to ensure structurally and physically safe buildings, grounds and facilities for the division office, schools and learning centres. Actual construction is procured and delivered under separate rules, so the section is the division-level point of contact rather than the builder.

Who leads SGOD?

An SGOD Chief, whose office appears in the structure as the Office of the Division Chief. The chief reports within the Schools Division Office to the Schools Division Superintendent, and the division as a whole is supervised by the regional office.

Why do teachers hear from SGOD so often?

Because much of the reporting that reaches schools is SGOD reporting. In service training returns, school health and WinS monitoring, school management monitoring, facilities data and planning data are all SGOD functions, so the division touches every school every year even when no curriculum question is involved.
