TL;DR: EPS stands for Education Program Supervisor, a Salary Grade 22 position that provides technical support for curriculum implementation, instructional supervision and learning resource development, normally for a named learning area or programme. Its qualification standards were adopted in DepEd Order No. 117, s. 2010, following CSC Resolution No. 1000275 of 2 November 2010. Structurally it belongs to the Curriculum Implementation Division of a Schools Division Office under DepEd Order No. 52, s. 2015. The 2025 amendments to qualification standards, DepEd Order No. 019, s. 2025, cover teaching and principal positions and do not cover this one. And the biggest source of confusion is not the job but the acronym: Education Program Specialist is a different position that also gets called EPS.
Teachers meet an EPS during a monitoring visit, a training, or a memo about learning materials. Education students meet the acronym in a governance course and have to explain it in an exam. Both need the same thing: the position as DepEd defines it, separated from the way the letters get used in the field.
The Position DepEd Actually Defines
Two issuances do most of the work.
DepEd Order No. 117, s. 2010, "Qualification Standards for the Position of Education Program Supervisor," adopts standards approved by the Civil Service Commission through Resolution No. 1000275 dated 2 November 2010, and provides that subsequent appointees to the position must meet the newly approved standards.
| Requirement | Standard |
|---|---|
| Education | Master's degree in education, or other relevant master's degree with a specific area of specialisation |
| Experience | Two years as Principal, or two years as Head Teacher, or two years as Master Teacher |
| Training | Eight hours of relevant training |
| Eligibility | RA 1080 (Teacher) |
| Salary grade | SG-22 |
Three details in that table are worth pausing on. The master's degree is not optional. The experience requirement is supervisory or master teacher experience, not classroom years, which is why this is a mid-career move rather than an entry point. And RA 1080 eligibility means the professional licence for teachers, obtained through the Licensure Examination for Teachers, is what satisfies the civil service eligibility requirement. Our guide on how to become a teacher in the Philippines covers that licence.
DepEd Order No. 52, s. 2015, the order that rolled out DepEd's rationalised organisational structures, is what puts the position somewhere. It creates the Curriculum Implementation Division inside every Schools Division Office, with an Instructional Management Section, a Learning Resource Management Section and a District Instructional Supervision Section. That division is the home of the supervisory work an EPS does.
Disclaimer: qualification standards are adopted by DepEd but approved by the Civil Service Commission, and the CSC updates standards from time to time. Confirm the current standard with your division human resource unit before relying on it for an application.
What the Work Actually Is
DO 52, s. 2015 states the accountabilities of the Curriculum Implementation Division rather than of the individual position, and that is the honest source for what an EPS is there to do. The division is accountable for:
- full implementation of the articulated basic education curriculum, including localisation, indigenisation and innovation in teaching subject areas;
- improving the provision and availability of quality learning and teaching resource materials for students and instructional support materials for teachers;
- conducting research studies and using research findings;
- providing technical assistance to schools in curriculum implementation, instructional supervision, resource generation and social mobilisation, and School Improvement Plan implementation.
Newer issuances then name the division for specific work. Under DepEd Order No. 015, s. 2026, the revised guidelines on classroom assessment, grading, and awards and recognition now in force, the Schools Division Office through the Curriculum Implementation Division is directed to provide technical assistance on assessment, grading and awards practices, conduct orientations, training and monitoring, facilitate the contextualisation of assessment tasks including performance-based assessments and portfolios, and monitor implementation by gathering and analysing feedback.
That is the clearest picture of a working week: when a national rule about grading changes, the supervisors are the layer that turns it into training your child's teacher attends. For what the current assessment order changed, see our DepEd curriculum guides hub and the wider explanation of division-level work in our Schools Division Office guide.
Where the Acronym Goes Wrong
Three habits cause real problems in memos and in job applications.
Supervisor versus Specialist. Education Program Specialist and Senior Education Program Specialist are separate positions from Education Program Supervisor. In practice, the specialists are the ones who staff School Governance and Operations Division sections: national in-service training guidelines, for example, have directed the SGOD human resource development and school management monitoring and evaluation Senior Education Program Specialists to encode the training returns. If you say "the EPS will handle it," half the room will picture the wrong office. Our SGOD explainer sets out which functions live where.
Supervisor versus line authority. An EPS is not a teacher's boss. Under Republic Act No. 9155, the Governance of Basic Education Act of 2001, the school head is both the instructional leader and the administrative manager of the school. Instructional supervision from the division is technical assistance and quality assurance. It is real influence, and it is not a personnel command line. The Public Schools District Supervisor, a different position again, is the one supervising a district of schools.
Supervisor versus subject ownership. Divisions commonly assign learning areas to supervisors, which produces the familiar shorthand "the Math EPS". That assignment is a division decision made against the posts a division actually has, and the number of supervisory posts varies with the size category of the division. A small division may cover several learning areas with one person, and nothing in the national order guarantees a dedicated supervisor per subject.
Career Route, Realistically
The qualification standard sets the shape of the path.
| Stage | What it requires |
|---|---|
| Classroom teaching with a professional licence | RA 1080 eligibility, which comes from the Licensure Examination for Teachers |
| Master Teacher, Head Teacher or Principal | The two-year experience requirement is satisfied at any of these three |
| Master's degree | In education, or another relevant field with a specific area of specialisation |
| Selection | Against the qualification standards and the Department's merit selection framework, when a post is declared vacant |
One thing that has changed around this position without changing it is the teaching ladder underneath. DepEd Order No. 019, s. 2025 amended qualification standards for Teacher I to III, Master Teacher I to IV and School Principal I to IV, and set standards for the newly created Teacher IV to VII and Master Teacher V positions, adopting CSC Resolution No. 2500471 of 28 May 2025 and aligning them with the expanded career progression system. Education Program Supervisor is not on that list. So the rungs below the position were rewritten while the position's own published standard, DO 117, s. 2010, was not touched by that order. Our guide to teacher ranking and promotion covers the ladder itself.
Practical Notes
- Name the position, not the letters. In any written request, write Education Program Supervisor or Education Program Specialist in full the first time. It is the single easiest way to get routed correctly.
- Check your division directory. Learning-area assignments are local. The person handling Science in one division may handle Science and Mathematics in the next.
- Do not expect an EPS to overrule a school head. Escalation on a school-level decision runs through the school head and then the division office, not sideways to a supervisor.
- For applications, verify the standard first. Qualification standards are CSC-approved and can be updated. The published DepEd Order is the starting point, not the last word.
- Expect the work to change with the issuance cycle. When a national assessment, curriculum or learning resource policy changes, the Curriculum Implementation Division is where the implementation load lands.
