Two contests appear in nearly every Filipino-language school programme, and almost nobody can find the rulebook for either. That is because the rulebook is local.
What is sabayang pagbigkas?
Choral recitation. A group performs a piece in Filipino in unison, with coordinated voice, timing, movement and staging. The performance is the group, not a lead speaker with backing.
Contest specifications commonly require an original piece in Filipino, tied to whatever theme the organising office has set, and running roughly three to five minutes.
There is a dramatic variant, madulang sabayang pagbigkas, staged with more theatrical elements and given a longer allowance, commonly around seven to ten minutes, with points deducted for overrunning.
What is balagtasan?
A debate conducted in verse. It takes its name from Francisco Balagtas, and the form presents argument, reasoning and opinion through poetic speech rather than prose.
Two contenders argue opposing positions in rhymed, metrical Filipino, usually with a third figure presiding. What is being tested is wit, humour and command of the language and its rhyming structures, at the same time as the argument.
It is one of the few competitive formats where a technically superior argument, badly versed, loses.
How are they judged?
By criteria set by whichever office is running the contest, which is the honest answer.
A commonly seen division breakdown for sabayang pagbigkas weights relevance to the theme at 40 percent, delivery at 30, stage presence at 20 and attire at 10. Dramatic variants are often scored across a wider set including voice quality, emotion, use of costumes, props and music, portrayal of the theme, and audience reception.
Treat those as illustrative rather than authoritative. The scoring sheet that governs your school's entry is the one your division issued this year.
Where do the rules actually come from?
This is the part worth understanding. There is no single standing national order setting the mechanics of these contests.
They run under the Festival of Talents, a DepEd competition umbrella covering contests across several areas, with Division Festival of Talents events feeding the national level. The activities are scheduled through memoranda issued each school year — a national memorandum setting the season, regional memoranda beneath it, and division memoranda carrying the actual mechanics.

The practical consequence for a coach or adviser: a mechanics document found online from another division tells you the shape of the contest, not the rules you will be scored against.
Are these Buwan ng Wika events?
They appear in Buwan ng Wika programmes most Augusts, because both are Filipino-language performance forms and the celebration is the natural home for them. Our Buwan ng Wika guide covers the observance itself and its dates.
But they are not only Buwan ng Wika events. On the Festival of Talents ladder they run to their own schedule, which is set by memorandum and does not track August.
How the Festival of Talents differs from the science fair
Both run school, division, regional and national levels, which is why families confuse them. A learner can be on both in the same year.
For an adviser preparing an entry
- Get this year's division mechanics before choosing a piece. Theme, length and category are all set locally and annually.
- Check whether the piece must be original. Many specifications require it, and a borrowed piece can be disqualified rather than merely marked down.
- Time it against the limit. Deductions for overrunning are common and avoidable.
- Read the weighting. If theme relevance carries 40 percent, the piece has to be built around the theme, not adapted to it late.
- Confirm which ladder you are on. Festival of Talents and the science fair are different competitions with different memoranda.
