TL;DR: "DepEd ranking" is the comparative assessment for Teacher I positions, governed by DepEd Order No. 007, s. 2023 as amended by DepEd Order No. 021, s. 2024. Ten document types in Section 20 are mandatory, and missing any one of them by the deadline removes you from the applicant pool entirely. The assessment is scored out of 100 points, weighted heavily toward classroom demonstration (35) and the Teacher Reflection Form (25). The cut-off for the Registry of Qualified Applicants is 50 points. The single most-missed update: since December 2024 the Omnibus Sworn Statement no longer needs a notary and may be sworn before any authorised public officer.
Most checklists circulating online are copies of the 2023 order without the 2024 amendments, which is why applicants still pay for notarisation they no longer need and still ask about requirements that were clarified two years ago. This guide states what the current issuances actually require, and flags where the 2024 amendment changed things.
What "DepEd Ranking" Actually Refers To
It is the comparative assessment run by the Human Resource Merit Promotion and Selection Board (HRMPSB) at the Schools Division Office, producing two reports: the Comparative Assessment Result (CAR) covering all candidates, and the CAR of the Registry of Qualified Applicants (CAR-RQA), containing only those who met the cut-off. Only the CAR-RQA goes to the appointing authority and gets posted publicly.
Separate registries are prepared for Kindergarten and Elementary, for Junior High School by learning area, and for Senior High School by track. Promotion to Teacher II and above, Master Teacher posts and reclassification are not covered by this process; those run under the Expanded Career Progression System, covered in our teacher ranking and promotion guide.
The Mandatory Documents
| Item | Document | Note |
|---|---|---|
| 20.a | Letter of intent addressed to the Head of Office | See our letter of intent guide |
| 20.b | Personal Data Sheet, CS Form No. 212 (Revised 2017), with Work Experience Sheet | Work Experience Sheet if applicable |
| 20.c | Photocopy of valid and updated PRC licence or ID | Not required of SHS applicants for provisional or temporary status |
| 20.d | Photocopy of Certificate of Eligibility or Rating | Same exception as above |
| 20.e | Photocopy of scholastic records: Transcript of Records, diploma, graduate units | Include completed post-graduate units if available |
| 20.f | Photocopies of certificates of training | If applicable |
| 20.g | Certificate of Employment, Contract of Service, or signed Service Record | Whichever applies |
| 20.h | Photocopy of latest appointment | If applicable |
| 20.i | Performance rating covering one year in the current or latest position | See the 2024 clarification below |
| 20.j | Checklist of Requirements, Omnibus Sworn Statement on Authenticity and Veracity, and Data Privacy Consent Form | No longer requires a notary |
Items 20.a to 20.j are the mandatory set. Item 20.k is a discretionary list the HRMPSB may ask for, typically Means of Verification showing outstanding accomplishments and application of learning and development. Failing to submit 20.k does not disqualify you; failing to submit any of 20.a to 20.j does. Our MOV guide explains what counts as acceptable verification.
One convenience the order does grant: because of the Electronic Commerce Act, online submission of electronic copies may be allowed, subject to producing hard copies on request.
What DO 021, s. 2024 Changed
The 2024 order is short and consequential. Four changes matter to an applicant.
Notarisation is gone. The Checklist of Requirements and Omnibus Sworn Statement required under Section 20(j) "shall no longer be required to be notarized." It must be sworn before any public officer authorised to administer oaths under Book I, Chapter 10, Section 41 of EO 292, as amended by RA 6733 and RA 10755. That list includes mayors, provincial governors, bureau directors, regional directors, clerks of court and registrars of deeds, among others. The order gives the reason in plain terms: to relieve applicants of unnecessary cost.
The performance rating requirement was clarified. Where a rating is required, the applicant submits a photocopy covering one complete year of performance in the current or latest position before the submission date. If a previous employer rated on a semestral or quarterly cycle, one year means two or four ratings respectively.
Calls for application became continuous. A pool of qualified applicants is to be available throughout the school year, with new calls issued once an existing registry for a level or learning area is exhausted. Divisions may open a call as early as October of the previous year for newly created positions.
Calls must be more specific. In addition to Section 16 of the 2023 order, a call for application must now state the key stage or grade level, the subject or learning area specialisation, the specific programme such as Kindergarten, ALS, Special Needs Education, Madrasah or IPEd, the language proficiency requirement, and any specialised skills needed such as Filipino Sign Language proficiency.
How the 100 Points Are Split
| Criterion | Maximum points |
|---|---|
| Education | 10 |
| Training | 10 |
| Experience | 10 |
| PBET / LET / LEPT rating | 10 |
| PPST Classroom Observable Indicators, via classroom observation or demonstration teaching | 35 |
| PPST Non-Classroom Observable Indicators, via the Teacher Reflection Form | 25 |
| Total | 100 |
Sixty of the hundred points come from demonstrated practice rather than paperwork. That is the design intent, and it is why a thick folder of certificates does not compensate for a weak demonstration lesson. The Classroom Observation Tool for Recruitment, Selection and Placement is scored against a fixed set of PPST indicators, so the observation is not a general impression.
How Education, Training and Experience Are Scored
This is the part that confuses applicants most, because the points are not awarded for what you have. They are awarded for what you have above the minimum qualification standard for the position.
The HRMPSB first locates the position's CSC-approved minimum on an Increments Table, then locates your actual qualification on the same table, and counts the difference in levels. For a Teacher I (Secondary) post requiring a BSEd or a bachelor's degree with 18 professional education units, the baseline sits at Level 6 on the education table. An applicant holding 18 master's units sits at Level 11, giving five increments.
| Increments above the minimum | Points |
|---|---|
| 10 or more | 10 |
| 8 to 9 | 8 |
| 6 to 7 | 6 |
| 4 to 5 | 4 |
| 2 to 3 | 2 |
The same rubric applies to Training and Experience, each on its own increments table. Training moves one level per 8 hours, capped at 240 hours or more, and only training acquired in the last five years relevant to curriculum and instruction counts. Experience moves in six-month steps, capped at 15 years or more.
Two practical consequences. First, only relevant qualifications count, so unrelated seminars and unrelated work experience earn nothing. Second, because the master's-unit ladder moves every three units, a partly finished master's degree can be worth real points, which is one reason applicants stack units before applying. Our how to become a teacher guide covers the licensure and degree route that gets you to the baseline in the first place.
The Cut-Off, and What It Does Not Guarantee
Fifty points puts you on the CAR-RQA. It does not put you in a classroom. Appointment remains a discretionary act by the appointing authority, guided by the registry and by three named factors: merit and fitness including specialisation, key stage and language proficiency; the Localization Law under RA 8190, giving priority to bona fide residents of the barangay, municipality, city then province; and special hiring arrangements under national agreements.
DO 021 also sets out who is exempt from the 50-point cut-off: beneficiaries of the DSWD 4Ps programme, the Department of Migrant Workers "Sa Pinas Ikaw ang Ma'am at Sir" programme, and DOST-SEI scholarship programmes under RA 7687 and RA 10612. They still undergo the assessment, but for professional development purposes. Priority is likewise given to former LGU-funded teachers, Learning Support Aides and volunteer teachers with the right specialisation.
Where Applicants Lose Ground
- Submitting after the deadline. No additional documents are accepted once the deadline passes, and the pool closes with the documents on file.
- Assuming next-in-rank status carries you. An internal applicant in a next-in-rank position is not automatically in the pool and is not exempt from submitting the full Section 20 list.
- Counting irrelevant training. Hours only score if they are relevant to the position and within the last five years.
- Treating the demonstration lesson as a formality. It is 35 of 100 points, scored against named PPST indicators.
- Any false document. The order states that a false or fraudulent submission is a ground for disqualification, and the Omnibus Sworn Statement is the instrument that puts responsibility on the applicant.
The document checklist and hiring cycle are covered in more operational detail in our DepEd teacher hiring guide.
Disclaimer: hiring requirements, forms and cut-offs are set by DepEd and Civil Service Commission issuances and may be updated. Divisions also issue their own call memoranda with local deadlines and submission arrangements. Verify against the current issuance and your Schools Division Office before submitting.
