MOV: Means of Verification in DepEd, Explained

MOV: Means of Verification in DepEd, Explained

TL;DR: MOV stands for Means of Verification, the documents offered as proof that an objective was actually met. Two things about it surprise people. First, no DepEd Order defines the term: the governing order for teacher performance management, DepEd Order No. 2, s. 2015, speaks of evidence and required documents, and the phrase itself lives in the tools and memoranda built on top of it. Second, the rules changed. Teacher performance management is now the Performance Management and Evaluation System (PMES), and under DepEd Memorandum No. 089, s. 2025, covering SY 2025-2026 to SY 2027-2028, no portfolio shall be collected, documents may be crosscutting across objectives, and classroom observable indicators are rated solely on the actual observation. Most MOV material circulating online describes a version that has been superseded.

If you searched for a list of MOVs, you probably found a spreadsheet with dozens of rows and no date on it. This guide does the opposite: it explains what the term means, which system you are actually in, and what the current national issuance requires. It is written for teachers, master teachers and school heads who need to justify a decision in writing.

What MOV Actually Means

Means of Verification is standard monitoring and evaluation vocabulary. In any results framework, an indicator is paired with the source you would go to in order to confirm it. In DepEd it has come to mean, colloquially, "the paperwork you show your rater."

That colloquial use is close enough for conversation and too loose for a memo, because DepEd runs at least three separate systems where the phrase appears and the rules differ in each.

Where you meet "MOV"What it refers toCurrent governing document
Teacher performanceEvidence a teacher met a PPST-based objectiveDepEd Memorandum No. 089, s. 2025 (PMES, SY 2025-2026 to 2027-2028)

Most searches for "MOV meaning in DepEd" are about the first row. Most confusion happens because advice from one row gets applied to another. Our guide to teacher ranking and promotion covers the third row separately.

The Order Never Says It

DepEd Order No. 2, s. 2015, "Guidelines on the Establishment and Implementation of the Results-Based Performance Management System (RPMS) in the Department of Education," is the issuance everyone cites. It adopts the Civil Service Commission's Strategic Performance Management System into DepEd and covers all officials and employees holding regular plantilla positions.

What it does not do is define Means of Verification. Its language is about a credible and verifiable basis for assessing performance, about ratings being objective, impartial and verifiable, and about feedback being supported by evidence and required documents and forms. The MOV column that teachers actually fill in comes from the tools, which are issued and reissued by memorandum, and which change far more often than the order does.

That distinction is worth holding on to, because it explains the whole problem. A DepEd Order is stable. The tools built on it are not. Our explainer on what a DepEd Order is sets out why the issuance type changes how long a rule lasts.

What Changed, and When

The short version: the teacher system was paused, rebuilt and renamed inside about eighteen months.

StageDocumentWhat it did
Multi-year RPMS-PPSTDepEd Memorandum No. 008, s. 2023Ran the three-year cycle covering all 37 PPST indicators
SuspensionDM-OSEC-2024-001Suspended implementation of the teacher performance management system, in relation to Executive Order No. 61, s. 2024
InterimDepEd Memorandum No. 017, s. 2025Lifted the suspension for SY 2024-2025 with streamlined requirements, while the revision of DO 2, s. 2015 was underway
CurrentDepEd Memorandum No. 089, s. 2025Multi-year PMES guidelines for SY 2025-2026, SY 2026-2027 and SY 2027-2028

DepEd has been unusually direct about why. Describing the old school-based management assessment in DepEd Order No. 007, s. 2024, the Department wrote that implementation was laden with voluminous and repetitive documentary requirements resulting in additional tasks assigned to teaching personnel, and that those requirements were used as means of verification to establish a level of practice under a scoring system. That is DepEd naming the MOV problem in its own issuance.

Disclaimer: divisions and regions issue their own implementation guidance and timelines on top of the national memorandum. Where a division memorandum adds a template or a deadline, that memorandum is the operative document for you.

What the Current Rules Require

Four provisions of DM 089, s. 2025 do most of the work.

1. There is no portfolio. The memorandum states that no portfolio for performance assessments shall be collected, and separately that submission of a physical portfolio is not required. Teachers are encouraged to self-monitor and keep a personal record of accomplishments. That is a habit, not a submission.

2. Classroom observable indicators are rated on the observation, full stop. The rating for the teacher's performance is based solely on the actual classroom observation as recorded in the observation notes form, and only the indicators expected in that observation period are rated. Lesson plans are still submitted to the observer at least one working day before the observation, but as inputs to the lesson, not as a folder of proof.

3. Documents are crosscutting. Evidence and documents may target multiple objectives, so there is no need to duplicate copies per objective. This is the single change that removes the most work.

4. Group work counts as group work. Teachers who collaborated on a school-wide or grade-level initiative may present shared documentation with clearly indicated roles and evidence of contribution. The memorandum names team lesson plans, school-based training programmes, community projects and classroom innovations implemented at scale.

A Worked Example

Here is an illustrative walk-through, built from the indicator tables in DM 089, s. 2025 rather than from any real teacher's file.

Take a Teacher III in SY 2025-2026. Teachers in the Beginning towards Proficient and Proficient categories use the Career Stage II indicator set. For that school year the set has 14 PPST indicators, split into classroom observable and non-classroom observable indicators. Nine are classroom observable. Five are not.

The practical consequence: those nine are settled by the two full-period classroom observations and the rating conference around them. The remaining five are the ones for which the teacher shows evidence, and a single document can serve more than one of them. A record of a Learning Action Cell session, for instance, plausibly speaks to more than one non-classroom objective at once.

Two more design points follow from the same memorandum. The full self-assessment covering all 37 PPST indicators is done once every three years, not annually, with newly hired teachers completing it on assumption to duty. And the three yearly sets together cover all 37 indicators across the cycle, which is why the indicators facing you this year are not the ones you prepared for last year.

Practical Notes

  • Date every guide you use. If a MOV list does not name the memorandum and the school year it belongs to, treat it as unusable.
  • Ask which indicators apply to you this year. The indicator set differs by career stage and by school year. That question saves more time than any template.
  • Keep evidence as you go. The memorandum's stated preference is timely and ongoing documentation rather than a collection scramble at the end of the year.
  • Do not reproduce documents per objective. The rule against duplication is explicit; printing three copies of the same certificate is work the system no longer asks for.
  • Separate the systems. Documents you assemble for a promotion or a comparative assessment are a different exercise from performance evidence, and combining them helps nobody.
  • Use professional development that is already documented. Training run through the in-service training programme and the accredited providers described in our NEAP guide produces records without extra effort.

Frequently Asked Questions

What does MOV mean in DepEd?

Means of Verification. It refers to the documents a teacher or office presents as proof that an objective was actually demonstrated or achieved. The term is a general monitoring and evaluation term rather than something DepEd invented, which is why it turns up in several unrelated DepEd systems with different rules attached.

Which DepEd Order defines MOV?

None does directly, and that surprises people. DepEd Order No. 2, s. 2015, the order establishing the Results-Based Performance Management System, speaks of evidence and required documents and forms rather than means of verification. The phrase lives in the tools and the memoranda that operationalise the system, not in the order itself.

Do teachers still need to submit an RPMS portfolio?

No. The current guidelines state plainly that submission of a physical portfolio is not required, and that no portfolio for performance assessments shall be collected. Teachers are encouraged to keep a personal record of accomplishments, but that is a self-management practice, not a submission requirement.

Is RPMS still the name of the system?

Not for teachers. The system for teachers is now the Performance Management and Evaluation System, or PMES. It was introduced as interim guidelines for SY 2024-2025 while the revision of DepEd Order No. 2, s. 2015 was being finalised, and multi-year guidelines now cover SY 2025-2026 through SY 2027-2028.

Which objectives still need documents?

The non-classroom observable indicators. Classroom observable indicators are rated solely on the actual classroom observation as recorded in the observation notes form, so documents are not the basis of that rating. Non-classroom observable indicators are where evidence and documentation still matter.

Can one document cover more than one objective?

Yes, and the guidelines say so explicitly. Evidence and documents may be crosscutting and target multiple objectives, so there is no need to duplicate copies per objective. Shared documentation for a school-wide or grade-level initiative is also acceptable where individual roles and contributions are clearly indicated.

Why do so many MOV guides online look different from this?

Because most of them describe the pre-2024 arrangement. Implementation of the teacher performance management system was suspended in 2024, interim guidelines followed in 2025, and multi-year guidelines replaced those. Any material describing binders of documents organised objective by objective is describing a version that is no longer in force.
