GERTC Cebu: Civil Engineering Review Fees, Cycles, and Format

TL;DR — GERTC is one of the very few Philippine review centres that publishes its fees. For the September 2026 CELE cycle: PHP 20,000 for face-to-face review in Cebu, PHP 10,000 online, PHP 40,000 for the full face-to-face review plus refresher bundle, PHP 20,000 for the same bundle online. Review cycles run about 13 weeks, refreshers about 8.

Gillesania Engineering Review and Training Center is a civil engineering specialist at Kysey Building on R. Duterte Street, directed by Engr. Diego Inocencio Tapang Gillesania, whose reference books most CE students in the Philippines have already used. The centre states it has operated for about 25 years.

None of that is what makes this post worth writing. What makes it worth writing is that GERTC sells its programmes through an ordinary online store with the prices on display. In a market where nearly every review centre answers "how much" with "message us for details", that is unusual enough to be the story.

The fee structure, as published

GERTC organises its store by exam cycle, then by delivery format, then by course. Here is the September 2026 CELE cycle as it stood in early September 2026.

Review programme

FormatCourses 1 to 4 bundlePer course

Refresher programme

FormatCourses 1 and 2 bundlePer course

Combined bundle

FormatReview plus refresher
Face-to-face, CebuPHP 40,000
Face-to-face, ManilaPHP 40,000
Face-to-face Manila, hybridPHP 20,000
OnlinePHP 20,000

Three things fall out of that table immediately.

There is no bundle discount. Four face-to-face courses at PHP 5,000 each is PHP 20,000, exactly the bundle price. The same holds online. So the bundle exists for convenience, not savings, and you lose nothing by buying courses individually as you go, other than the risk that a course fills up.

Online is half price. PHP 10,000 against PHP 20,000 for the review, PHP 20,000 against PHP 40,000 for the full package. Before you count accommodation and transport, the online route saves PHP 20,000 on the full programme.

The Manila hybrid bundle is listed at PHP 20,000, half the face-to-face Manila bundle. That is a real differentiator worth asking about, because it appears to give you some in-person contact at the online price. GERTC does not publish what the hybrid split is, so ask how many sessions are in the room.

Instalment options exist as separate store categories alongside every full-payment product. GERTC does not publish the instalment terms, so that is a question for the office.

Prices move between cycles

The April 2026 cycle was priced slightly differently, and the difference is instructive.

ItemApril 2026 cycleSeptember 2026 cycle
F2F Cebu review, fullPHP 20,000PHP 20,000
F2F Cebu refresher, fullPHP 20,000PHP 20,000
Refresher structure3 courses (PHP 7,000 / 6,000 / 7,000)2 courses (PHP 10,000 each)
F2F Cebu bundlePHP 40,000PHP 40,000

The totals held steady. The internal structure of the refresher changed, from three courses to two. That matters if you were planning to buy only part of the refresher: the units you can buy are not stable between cycles.

The lesson is straightforward. Open the store category for your own exam date rather than trusting a figure you read somewhere, including this page. The prices above are what we saw in early September 2026.

The cycles, and a calendar discrepancy

GERTC's own descriptive text says:

  • Two review cycles a year, starting every June for the November CELE and every November for the May CELE
  • One review cycle lasts about 13 weeks
  • Two refresher cycles a year, starting in September and March
  • One refresher cycle lasts about 8 weeks

But the store is organised around April 2026 and September 2026 CELE cycles, not November and May. Those are GERTC's own two pages disagreeing, and the explanation is that the PRC civil engineering licensure exam dates have moved. The descriptive text is stale; the store reflects the current cycle.

Practically: work backwards from the official PRC exam date for your sitting, not from the months on the site. A 13-week review plus an 8-week refresher is about 21 weeks, so the full programme starts roughly five months before your exam. Our civil engineering board exam guide for 2026 covers the exam itself and where to check the official calendar.

What you actually get

GERTC lists the contents of each programme, which is more than most centres do.

Review cycle (about 13 weeks)

  • Up to four free DITG civil engineering review books
  • Up to five supplemental online lectures a week
  • Weekly achievement tests
  • Practice exams
  • A curriculum GERTC describes as statistics-based

Refresher cycle (about 8 weeks)

  • Weekly pre-board exams
  • Up to five online lectures a week
  • Up to two free DITG books
  • An anonymous question-and-answer system
  • The same statistics-based curriculum

Two details deserve attention. The DITG books are Gillesania's own reference titles, and they are books CE students commonly buy anyway. Getting up to four bundled into a PHP 20,000 programme is a genuine part of the value, not a giveaway pen.

The anonymous Q&A system in the refresher is a small thing that solves a real problem. Engineering reviewees in a room of two hundred frequently do not ask the question they need answered. Removing the name from it is a sensible fix.

The supplemental online lectures, up to five a week, are attached to both formats. That means the face-to-face programme is not purely face-to-face; you get the online layer regardless. Which in turn sharpens the question of what the extra PHP 10,000 for face-to-face is buying you.

Face-to-face or online: the actual arithmetic

For a CE graduate outside Cebu and Manila, the decision looks like this.

Face-to-face review plus refresher in Cebu: PHP 40,000, plus roughly five months of accommodation, food, and transport in Cebu City. Online: PHP 20,000, from home.

The gap is not PHP 20,000. It is PHP 20,000 plus the cost of living somewhere else for most of half a year. For most reviewees that difference runs well into six figures.

What the face-to-face programme buys is enforcement. You show up because you paid to be in a room, and someone notices if you do not. That is worth real money to people who know they will not keep a schedule alone, and nothing at all to people who will. Our online versus classroom comparison covers that honestly, and is a review centre worth it covers the prior question.

If you are in Cebu already, the calculation flips: PHP 20,000 extra for daily in-person lectures over five months is a defensible spend.

The passing rate GERTC does not publish

GERTC's site refers to a "batch passing rate" but does not display the figure or say which batch or year it covers. There is no verifiable passing rate and no topnotcher count in GERTC's own published content.

That is a gap, and it is worth naming. A centre that publishes its prices to the peso and then declines to publish the number that would actually justify them has made a choice. Ask for it: which cycle, how many enrollees, how many passed. Compare whatever you get against the national CELE figures in our board exam passing rates by course post. A centre's rate only means something next to the national one.

Enrolling

GERTC runs registration through its own site at gertcrev.com, with an account system and a "Visit Classroom" portal for enrolled students. The flow is: register an account, pick your cycle and format in the store, add the courses or bundle you want, and pay, either in full or through the instalment product.

Office contacts are (032) 416 4214 and (032) 273 6430, and [email protected]. Office hours are Monday to Saturday, 8:00 AM to 5:00 PM. The Cebu office is at Kysey Building, 305 R. Duterte Street; Manila is at the 3rd floor of the National Bookstore Building, corner C.M. Recto and N. Reyes Streets.

Before paying, ask three things the site does not answer: the instalment terms, what the Manila hybrid bundle includes in person, and the refund or deferral policy if you cannot finish the cycle.

Who GERTC suits

CE graduates who want a specialist rather than a general review chain. GERTC does one exam, and the person running it wrote the books. Compared with the multi-programme networks in the Cebu review-centre listing, that focus is the argument.

The online programme at PHP 10,000 for the review is genuinely accessible, and it is the option we would look at first for anyone outside Cebu and Manila. Our best civil engineering review centres roundup covers the alternatives, including Padilla Review Center, the other CE specialist in the same city.

Frequently Asked Questions

How much does GERTC cost?

GERTC publishes its prices in its own online store. For the September 2026 CELE cycle, the full face-to-face review in Cebu was PHP 20,000, the face-to-face refresher PHP 20,000, and the combined review plus refresher bundle PHP 40,000. The equivalent online programmes were PHP 10,000, PHP 10,000, and PHP 20,000. Prices differ by cycle, so check the category for your exam date.

Can I enrol in just one GERTC subject?

Yes. GERTC sells the review as four separate courses as well as a bundle. For the September 2026 face-to-face Cebu cycle, each of Courses 1 to 4 was PHP 5,000 individually, which comes to the same PHP 20,000 as the bundle. Online, the individual courses were PHP 3,000, PHP 3,000, PHP 2,000, and PHP 2,000, also totalling the PHP 10,000 bundle price.

Where is GERTC located?

The Cebu branch is at Kysey Building, 305 R. Duterte Street, Cebu City. The Manila branch is on the 3rd floor of the National Bookstore Building at the corner of C.M. Recto and N. Reyes Streets. Office hours are Monday to Saturday, 8:00 AM to 5:00 PM.

How long is a GERTC review cycle?

GERTC states that one review cycle runs about 13 weeks and one refresher cycle about 8 weeks. The refresher begins after the review ends, so a reviewee taking both is looking at roughly 21 weeks, or about five months, of structured study before the exam.

When do GERTC review cycles start?

GERTC's site text says review cycles start every June and every November, with refreshers in September and March. Its own store, however, is organised around April 2026 and September 2026 CELE cycles. The PRC exam calendar has moved, so work backwards from the official PRC date for your sitting rather than from the months on the site.

What is included in a GERTC review programme?

For the review cycle, GERTC lists up to four free DITG civil engineering review books, up to five supplemental online lectures a week, weekly achievement tests, practice exams, and a statistics-based curriculum. The refresher lists weekly pre-board exams, up to five online lectures a week, up to two free DITG books, and an anonymous question-and-answer system.

Does GERTC publish its passing rate?

No. GERTC's site refers to a batch passing rate but does not display the figure or the year it covers. There is no verifiable passing rate or topnotcher count for GERTC in its own published content, so ask for specific numbers and the cycle they refer to if this matters to your decision.

Is GERTC online review cheaper than face-to-face?

Considerably. For the September 2026 cycle the online review was PHP 10,000 against PHP 20,000 face-to-face, and the online review plus refresher bundle was PHP 20,000 against PHP 40,000. That is a straight halving, before you count the cost of relocating to Cebu or Manila for three months.
