Most Philippine universities keep their admission arithmetic private. Batangas State University publishes it: BatStateUCAT score at 60%, plus the average of your Mathematics, Science and English grades for the two years before graduation at 40%. Applicants are ranked on that combined figure and admitted to programmes by rank, against a quota.
That single sentence tells you more about how to prepare than a hundred forum threads. It also tells you something people miss — 40% of your admission score was already decided in Grade 10 and Grade 11, and no amount of review-centre work moves it.
This guide covers the requirements, the per-programme strand and grade rules, the ranking mechanics, the two routes that skip the test entirely, and the transfer rules. For the university's location, contacts and profile, see our Batangas State University-Alangilan Campus page.
What the test is called and who runs it
The BatStateU College Admission Test (BatStateUCAT), administered by the Testing and Admission Office (TAO). Applications, application tracking and admission notices all run through the university's own portals rather than email.
The current policy is not folklore either — BatStateU cites its source: Board of Regents Resolution No. 46, Series of 2024, approving the Revised Batangas State University College Admission Policy. If a rule you read somewhere contradicts what is on the admission page, the Board resolution is the authority.
Documentary requirements
Applicants must have completed high school in a recognised school, or be enrolled in senior high school if not yet completed. The base list:
- E-copy of the filled-out application form.
- E-copy of one recent passport-size picture, white or plain background.
- Certified e-copy of final grades in Grades 10 and 11 in Mathematics, English and Science.
- Grades Form 1 for regular admission, or Grades Form 2 for ALS.
- Junior high school and senior high school Form 137.
- Certification of completion of senior high school and the respective strand, or of enrolment in it if not yet completed.
Original hard copies are submitted on request of the TAO, the University Registrar, or the college concerned.
The Grades Form is BatStateU's own document, not something your school issues unprompted — Form 1 if you did junior and senior high school normally, Form 2 if you took ALS at junior high school level and regular admission to senior high school. The certification of grades has to be signed and certified correct by the Principal, School Registrar or equivalent school officer. A screenshot of a portal will not do.
If your school records naming is unfamiliar, our Form 137 vs Form 138 guide sorts out which document is which. ALS applicants should note that the certificate of rating is what replaces the junior high school Form 137 here.
The strand and grade rules, programme by programme
BatStateU publishes an additional requirement for nearly every programme group. Two things recur: a strand or track requirement, and a grade requirement of at least 80% in Mathematics, Science and English in Grades 10 and 11.
| Programme group | Strand / track required | Grade rule |
|---|---|---|
| Engineering, BS Chemistry, BS Computer Science, BS Biology, BS Mathematics | STEM or Pre-Baccalaureate Maritime | At least 80% |
| BS Architecture, BS Interior Design | STEM, Pre-Baccalaureate Maritime, or Arts and Design | At least 80% |
| Education programmes | Any track or strand | At least 80%; plus for BSEd Math and BSEd Science, no grade below 85% and a passing interview rating from the College |
| BS Criminology | Any track or strand | At least 80%; plus a passing screening/interview rating |
| BS Accountancy | ABM | At least 80% |
| BS Customs Administration | ABM or GAS | At least 80% |
| BS Psychology | STEM, Pre-Baccalaureate Maritime, HUMSS or GAS | At least 80% |
| BS Nursing, BS Nutrition and Dietetics, BS Public Health | STEM, Pre-Baccalaureate Maritime or GAS | At least 80%; plus a passing screening/interview rating for BS Nursing |
| BS Tourism Management | ABM, or TVL major in Home Economics | Passing screening/interview rating |
| BS Agriculture, BS Forestry, BS Fisheries and Aquatic Sciences | Any track or strand | Not specified beyond the general requirements |
| Bachelor of Fine Arts and Design major in Visual Communication | STEM, Pre-Baccalaureate Maritime, or Arts and Design | Not specified beyond the general requirements |
| BS Information Technology | STEM, Pre-Baccalaureate Maritime, TVL-ICT, or ABM | Not specified beyond the general requirements |
| Engineering Technology programmes | STEM, Pre-Baccalaureate Maritime, GAS, or TVL | Not specified beyond the general requirements |
| BS Business Administration, Entrepreneurship, Management Accounting | ABM | Not specified beyond the general requirements |
| Bachelor of Public Administration | ABM or HUMSS | Not specified beyond the general requirements |
| BS Hospitality Management | ABM, or TVL major in Home Economics | Not specified beyond the general requirements |
| BA Communication, BA English Language Studies | GAS or HUMSS | Not specified beyond the general requirements |
| BS Development Communication | GAS, HUMSS or ABM | Not specified beyond the general requirements |
The strand rule is a preference, not a wall. BatStateU states that applicants from a different strand or track may be admitted to the programme applied for after the admission of qualified applicants with an aligned track or strand, based on rank and subject to available slots. In practice that means an off-strand applicant is competing for whatever is left, which for the popular engineering programmes may be nothing. If you are still in junior high school and reading this, the strand choice you make matters more here than the review course you take later — our guide to choosing a senior high school strand by job demand covers that decision.
The application procedure
- Fill out the BatStateU College Application form on the TAO application portal.
- Upload the scanned Certification of Grades for the specific subjects BatStateU names per grade level: Grade 10 Mathematics, Science and English; Grade 11 first semester and second semester subjects, which differ for STEM and non-STEM applicants — Pre-Calculus, Earth Science and Oral Communication then Basic Calculus, General Chemistry I and Reading & Writing for STEM; General Mathematics, Earth Science and Oral Communication then Statistics and Probability, Physical Science and Reading & Writing for non-STEM. Where a named subject is unavailable, BatStateU lists alternatives, including English for Academic Purposes, Business Mathematics for ABM, and Disaster Readiness & Risk Reduction as a science substitute.
- Wait for confirmation from the TAO, checking the application tracker frequently.
- Once approved, an Examination Permit is issued.
- Take the BatStateUCAT.
- Wait for the release of results, with the release date given by the TAO.
- For qualifiers, a Notice of Admission is posted in the BatStateUCAT portal.
- Wait for the enrolment schedule.
BatStateU's FAQ page explains the application statuses, and the middle one is misleading if you do not read it carefully:
- "For Evaluation" — still in process.
- "Evaluated", with remarks — your application has incomplete requirements or information that must be settled. BatStateU says explicitly that "Evaluated" status does not mean your application is already approved, and that all applications marked Evaluated with remarks are revisited.
- "Approved" — requirements and information complete.
The remarks themselves are actionable: an instruction to attach an updated Grades Form, a note that senior high school graduates from a previous academic year will be scheduled separately and must bring an original Grade 12 report card, or a College Online Interview schedule for nursing, criminology, tourism and education applicants.
BatStateU also asks for a valid, accessible email address that is not only used to open social media accounts, and tells applicants to check their spam folder — the application number arrives by email automatically after initial registration.
How ranking actually works
Three rules, all published:
- Applicants are evaluated and ranked on the BatStateUCAT score (60%) and the average in Math, Science and English for the two years preceding graduation (40%). Admission to the programme applied for is by rank, subject to the quota or slots allotted per programme.
- Applicants are given three programme choices. Unsuccessful for the first, the process continues down the list. Applicants not selected for any of their choices are considered for programmes with available slots.
- Applicants shall seek admission to the campus nearest their place of residence where the programme applied for is offered. BatStateU will allow admitted students to be accommodated on another campus when a programme is not available at the nearest one, as practicable.
The third rule is the one to plan around. Campus is not a free choice at BatStateU — it is tied to your address and to where the programme runs. Choosing a campus because you like it, when your programme is offered nearer to you, is not how the policy reads.
The two ways past the test
BatStateU Integrated School and Laboratory School senior high graduates are exempted from the BatStateUCAT and automatically admitted to the STEM programme of their choice, ranked on their final Math, Science and English grades. Those who do not meet the grade requirements are reconsidered for non-board STEM programmes.
Iskolar ng Bayan. BatStateU implements the automatic admission of Filipino public high school graduates in the top ten of their graduating class under Republic Act No. 10648, provided all other university admission requirements are met. The certification comes from the public high school, signed by the principal, stating the applicant's rank in the Grade 12 graduating class. Our Iskolar ng Bayan scholarship guide explains the law and how other state universities apply it.
The 20% reserved by policy
BatStateU runs an Affirmative Action Program (AAP) and states its size: 20% of the total slots or enrolments in programmes are allotted to accommodate admissions of indigent applicants, ALS graduates, students with special needs, persons with disabilities, Iskolar ng Bayan, children of solo parents, and members of indigenous cultural communities or indigenous peoples. The share may be increased based on the average recorded number of qualified AAP applicants, the average total student population over the last four academic years, and programme capacity. Each applicant's potential for success in the programme is evaluated.
The supporting documents are specific: a barangay certification of indigency for the parent or guardian plus a BIR Certificate of Tax Exemption for indigent students; a certificate of ALS completion or enrolment; a Certificate of Tribe Membership or equivalent; a PWD identification card; the principal-signed top-ten certification for Iskolar ng Bayan; and a solo parent ID.
If you qualify under any of these headings, applying under AAP is not a separate application — the documents attach to the same one. It is worth doing.
Transferees and returnees
Returnees coordinate with their department and the registrar. That is the whole published instruction.
Transferees face a harder gate. BatStateU's Policies on Shifters and Transferees allow a transfer provided all three conditions are met: the previous programme is the same or an allied field as determined by the accepting college; the specific GWA required by the accepting college or programme is met; and slots are available.
On top of that, students from other universities must have passed at least 36 academic units and hold a general weighted average of 2.00 before being considered.
The documents are an admission slip or Notice of Passing issued by the TAO if you qualify, the transferee application form secured from the Campus Registrar, an original transcript of records, PSA birth certificate, certificate of good moral character, and transfer credentials — the last only upon admission.
The procedure runs: accomplish the transferee application form from the Campus Registrar's Office; submit it with the other requirements, except transfer credentials, to the admitting college for evaluation and interview; if the college passes you, proceed to the TAO for the BatStateU College Admission Test; wait for results; if qualified, secure a Notice of Admission and get a Student Record code from the ICT office; then follow enrolment procedures.
So transferees sit the same test freshmen do, and the college evaluation happens before the test rather than after. If you are weighing the move, our college transferee guide covers what it costs in units and time.
Integrity clause
BatStateU prints a warning it means: the applicant guarantees the completeness and accuracy of information disclosed or contained in submitted documents, and any form of misrepresentation, falsification, or dishonesty in relation to the admission application is sufficient ground for disqualification from admission to the University for a specified period or permanently, as determined by the Appeals Committee.
What BatStateU does not publish
- No BatStateUCAT passing score, and no per-programme cut-off rank.
- No test coverage, item count or duration on the admission pages.
- No application or testing fee stated in the admission policy or FAQs.
- No slot count per programme or per campus.
- No criteria for the college interview beyond a passing rating.
- No published GWA requirement per college for transferees — only that each college sets its own.
Where BatStateU has not published a number, no third-party site has it either.
Timing
BatStateU announces application windows for basic education, undergraduates and the graduate school, College of Law and College of Medicine separately, and the calendar is re-issued each cycle. The application tracker inside the portal, not any external calendar, is what tells you where your application stands.
Do not plan around a date you read anywhere other than BatStateU's own admissions pages, including here. Because BatStateU is a state university, the cost picture is also worth understanding early: our CHED free tuition guide covers what free higher education does and does not cover, and which fees survive it. If you are applying to several, entrance exams in the Philippines compared shows which tests fall in the same stretch.
