TL;DR: In DepEd, Administrative Officer II is a non-teaching plantilla position at Salary Grade 11, carrying the item code
ADOF2. The qualification standards printed on the Department's own vacancy announcements are a bachelor degree, no experience required, no training required, and Career Service (Professional) Second Level Eligibility. What the post actually does depends on where the item sits. In a bureau or service it is office administration and secretariat work. In a school it exists because DepEd Order No. 002, s. 2024 removed administrative tasks from teachers and assigned them to school heads and non-teaching personnel instead.
Search "administrative officer II job description DepEd" and most of what comes back is somebody's uploaded copy of a duties list with no issuance number on it. That is a problem, because the position is defined in two different places: the qualification standards on the vacancy announcement, and the policy that created the school-based version. This guide separates them.
What the Position Is
Administrative Officer II is a plantilla item, not a designation. On a DepEd vacancy announcement it appears with an item number such as OSEC-DECSB-ADOF2-27-2004, where ADOF2 is the position code and level. The announcement prints the salary grade next to it.
Here are the minimum qualifications as DepEd publishes them, with the neighbouring levels for context:
| Position | Item code | Salary Grade | Education | Experience | Training | Eligibility |
|---|---|---|---|---|---|---|
| Administrative Assistant III | ADAS3 | 9 | 2 years of college | 1 year relevant | 4 hours relevant | Career Service (Sub-professional) |
| Administrative Officer I | ADOF1 | 10 | Bachelor degree relevant to the job | None required | None required | Career Service (Professional) |
| Administrative Officer II | ADOF2 | 11 | Bachelor degree | None required | None required | Career Service (Professional) |
| Administrative Officer IV | ADOF4 | 15 | Bachelor degree | 1 year relevant | 4 hours relevant | Career Service (Professional) |
The line that matters for anyone deciding what to study or which exam to sit is the eligibility column. Administrative Assistant runs on sub-professional first level eligibility; Administrative Officer runs on professional second level. Our ADAS explainer covers the assistant ladder, and the professional versus sub-professional comparison covers the exam choice.
Disclaimer: salary grades here are quoted as printed on DepEd vacancy announcements. Peso amounts on those announcements are historical and should not be read as current pay. Requirements are set per vacancy, so the announcement in front of you governs.
What the Job Description Says in Office Postings
DepEd writes a short job description on each vacancy announcement, and the wording tells you a lot about the level. Two real examples from Central Office postings:
- Teacher Education Council Secretariat: the position is responsible for providing administrative support to the Secretariat and its members.
- Bureau of Human Resource and Organizational Development, Personnel Division: the Administrative Officer II is in charge of providing secretariat services for the Human Resource Merit Promotion and Selection Board and Office Screening Committee meetings for first and second level positions, as well as preparing appointment papers for selected first and second level employees, and assisting in the implementation of human resource management policies, procedures, systems, processes, programmes and new employee orientation.
Note the shape. It is not a fixed national list of duties; it is the administrative spine of whichever office holds the item. A person applying should read the posting's job description as the actual scope of work, because that is what the office wrote it for.
The School-Based Administrative Officer II
This is the version most people are searching for, and it exists for a specific documented reason.
DepEd Order No. 002, s. 2024, "Immediate Removal of Administrative Tasks of Public School Teachers," signed 26 January 2024, cites the 2018 Teacher Workload Balance Study, which identified approximately fifty common ancillary services assigned to teachers on top of their regular teaching load. The order's remedy is blunt: administrative tasks shall be removed from the workload of teachers, and school heads and non-teaching personnel shall have the sole responsibility to perform them.
The order then enumerates the categories, stating they include but are not limited to:
| Category under DO 002, s. 2024 | Typical school work it covers |
|---|---|
| Personnel administration | Personnel records, service credits, leave, appointment paperwork |
| Property and physical facilities custodianship | Inventory, property records, custodianship of equipment |
| General administrative support | Correspondence, reproduction, encoding, document preparation |
| Financial management | Disbursement paperwork, liquidation, financial reporting |
| Records management | Filing systems, retention, retrieval of school records |
| Programme management | Feeding, school DRRM and other related programmes |
The order defines its terms carefully. Non-teaching personnel are those whose duties contribute to the delivery of basic education services but neither involve nor directly support the actual conduct of teaching or delivery of instruction. School heads are the persons responsible for administrative and instructional supervision under RA 9155, and the order states that for the purpose of this policy a duly designated Teacher-in-Charge is considered a school head.
DO 002 also anticipates that the items will not arrive everywhere at once. It allows schools division offices to cluster deployed non-teaching personnel in accordance with deployment parameters issued by BHROD, and allows SDOs and schools to hire Contract of Service or Job Order personnel charged either against MOOE or other alternative sources of funding. In parallel, DepEd has reported sustaining the hiring of over 7,000 administrative support staff to ease teacher workload.
Deployment of new school-based Administrative Officer II items has run in annual batches through regional and division memoranda. If you want to know whether a specific school has an item, that is a schools division question, not something a national list answers. Our Schools Division Office guide explains which unit handles it.
How Hiring Works
DepEd Order No. 007, s. 2023, the Guidelines on Recruitment, Selection, and Appointment, governs, as amended by DepEd Order Nos. 020 and 021, s. 2024. Vacancy announcements themselves instruct applicants to read specific parts of it before applying:
- Publication and posting of vacancies
- Submission and receipt of application documents
- Initial evaluation of qualifications
- Comparative assessment of applicants
- Appointment
and, critically, Enclosure 5, the Criteria and Point System for Hiring and Promotion to Non-Teaching Positions. Applications are scored against published criteria rather than screened informally, which means the composition of your folder matters. Announcements typically ask for a Personal Data Sheet (CS Form 212) with Work Experience Sheet, proof of eligibility, transcript, performance ratings and certificates of relevant training.
Practical Checks Before You Apply or Quote a Duty List
- Insist on an issuance number. A duties list circulating without one is somebody's office template, not policy. DO 002, s. 2024 is the document that assigns administrative tasks away from teachers.
- Read the posting's own job description. It is the scope of work for that item, and it varies by office.
- Confirm eligibility first. Career Service (Professional) Second Level is the gate. Without it the application does not progress.
- Ignore peso amounts on old announcements. Salary Grade 11 is durable; the amount is not. Our salary grade explainer covers how the schedule works.
- Ask the division about item availability. Creation and deployment happen in batches, and clustering or COS/JO hiring may be used where no item exists yet.
