Quirino State University, Diffun

Quirino State University was created by Republic Act No. 10230, enacted in 2012, which converted the Quirino State College at Diffun into a state university and integrated the Quirino Polytechnic College at Cabarroguis and the Maddela Institute of Technology at Maddela. Its mandate spans arts and sciences, education, agriculture, industrial technology and engineering, information technology, business and accountancy, tourism and hospitality, health services and criminology. Diffun holds the main campus, and it is the former Quirino State College — the institution the Act converted rather than absorbed. That makes it the continuing legal core of the university, and the campus where the conversion took effect first. Diffun lies in western Quirino near the boundary with Isabela and Nueva Vizcaya, which places the main campus at the province's most accessible edge. Quirino is among the smaller and more recently organised provinces of the Cagayan Valley, and the university is correspondingly young: its conversion from state college came only in 2012, decades after the state universities in neighbouring Isabela, Nueva Vizcaya and Cagayan were chartered. All three of its campuses were existing institutions in the province rather than new foundations, which is the usual pattern for conversions of this kind.
