Pangasinan State University-Open University System

The Open University System of Pangasinan State University delivers degree programmes through distance and flexible learning rather than through conventional campus attendance. Pangasinan State University was created by Presidential Decree No. 1497 on 11 June 1978, bringing the collegiate programmes of several state-funded institutions across the province into one university, and became operational on 1 July 1979. The open university system is a later addition to that structure, and it is organisationally distinct from the nine geographic campuses: it is a mode of delivery rather than a place. Open university systems in Philippine state universities are aimed largely at working students, teachers upgrading their qualifications, and others who cannot attend on a fixed schedule. It is based at Lingayen, the provincial capital, where the university's administrative functions are concentrated. Because it is a delivery mode rather than a site, prospective students should check which programmes are actually offered through it in a given term, and how residency, examinations and any face-to-face requirements are handled, since these differ from campus-based enrolment and from one programme to another.
