The administration of the school won't pay attention to the student's needs and they look away on the teacher's bad behavior. Some teachers just don't go to class with the excuse of having to attend other classes in other schools. Most of the teachers are really old and don't understand technology, and since the institution insists in keeping online classes, the content for each topic is never completely covered. There's reported cases of teachers asking students for money to pass or "make homework easier" or bias calification on students based on the teacher's mood. Student's reports to improve things are constantly discarded.
