Isabela State University, San Mateo
Isabela State University was established by Presidential Decree No. 1434 on 10 June 1978, merging the Isabela State College of Agriculture at Echague with the Cagayan Valley Institute of Technology at Cabagan. The college-level courses of three further institutions were transferred in at the same time: the Isabela School of Arts and Trades at Ilagan, the Jones Rural School at Jones, and the Roxas Memorial Agricultural and Industrial School at San Mateo. The San Mateo campus derives from the Roxas Memorial Agricultural and Industrial School, the third institution whose college-level courses were transferred into the university at its founding in 1978. As with Ilagan and Jones, what moved across were the degree programmes rather than the whole school. The combined agricultural and industrial mandate in the founding school's name reflects the pairing common to provincial state institutions of that era, and the campus continues to serve the municipalities of northern Isabela along the Cagayan Valley road corridor.
