Cagayan State University, Lal-lo
Cagayan State University was created by Presidential Decree No. 1436, signed by President Ferdinand Marcos on 11 June 1978, drawing together state institutions across Cagayan into a single multi-campus university. The charter was crafted by then-Minister Juan Ponce Enrile. The Lal-lo campus traces to 1955, when the Cagayan Valley National Agricultural School was established through Republic Act No. 1038 to deliver a secondary agriculture curriculum for both male and female students. It became the Cagayan Valley Agricultural College on 16 June 1962 under Republic Act No. 3474, and produced its first graduates in 1967. Degrees in Home Technology and Agricultural Engineering followed in 1976. The college department merged into Cagayan State University in 1978; the secondary department was absorbed separately, on 17 March 1985, so the campus joined the university in two stages rather than one. The agricultural lineage that runs through those name changes still shapes the campus's programme mix.
