TL;DR: Two unrelated things get called a teachers club. The first is the family of teacher-built websites and Facebook groups with names like DepEd Teachers Club and DepEd Club, which share lesson plans, daily lesson logs, tests and copies of issuances. They are made by teachers, they say so, and they have no official status — official DepEd addresses end in deped.gov.ph. The second is the faculty club inside a school, which DepEd does formally recognise: DepEd Order No. 026, s. 2022 names the Faculty Club, the Teachers Association and DepEd-recognized teacher organizations, and gives the faculty club one of the four ex-officio seats used to constitute a School Governance Council. The distinction matters more this year than usual, because four long-standing orders were repealed in 2026 and unofficial archives have not all caught up.
This is not an argument against community resource sites. Teachers built them because official material was hard to find and harder to use, and a great deal of what they host is genuinely helpful. The argument is narrower: they are a good place to understand a policy and a bad place to establish what a policy says.
The Two Things Named Teachers Club
The resource sites. These describe themselves accurately. The best-known one presents itself as a teachers support portal and resource database, offering free downloads of detailed lesson plans, daily lesson logs, budgets of work, teachers guides, learning materials, periodical and summative tests, certificate layouts, automated school forms, presentations, and copies of DepEd orders and memoranda. It is community-driven, run on volunteer file contributors and editors, and it is open about being teacher-created. Nothing about that description claims a departmental mandate, and none exists.
The faculty club. This is a real organisation with a defined position in school governance, and it is what DepEd issuances mean when they refer to a teachers body inside a school. It is normally called the faculty club or the teachers association rather than a teachers club, which is part of why searching for the exact phrase surfaces the websites rather than the institution.
A simple test separates them: an official DepEd web address ends in deped.gov.ph. A .com or .net address carrying the DepEd name is a private site, whatever its content quality. Our guide on where DepEd orders actually live covers the official routes.
What DepEd Order No. 026, s. 2022 Actually Says
The School Governance Council guidelines are the clearest place to see the faculty club's formal position.
The order applies nationwide to all public elementary and secondary schools and covers school organisations including the School Planning Team, the Parents-Teachers Association, the Supreme Pupil Government and Supreme Student Government, DepEd-recognized teacher organizations, the National Employees Union at school level and alumni associations, in so far as their membership in the council is concerned.
Among the council's stated functions is to serve as the overall coordinating body that harmonises and puts together the work of the different school committees, and the list it gives names the Faculty Club explicitly, alongside the School Planning Team, the Disaster Risk Reduction Management Committee, the Child Protection Committee, the student government, the non-teaching association, the PTA, alumni associations, DepEd-recognized teacher organizations and the employees union.
The most concrete provision is in the procedure for schools with no existing council. There, the School Head identifies four ex-officio members who are representatives from the student government, the PTA, and the faculty club or its equivalent, and those four then select the remaining council members through a deliberative and consensus process. The council afterwards elects a Co-Chairperson from the external stakeholders and a Secretary.
The sequencing is set out too. Elections for committees, associations and organisations internal to the school — the order names the Teachers Association and the student government as examples — and the PTA election happen first. The council election follows on or before the sixth week after the opening of classes, with the call made publicly, notice posted in public areas two weeks beforehand, candidacies filed a week before, and voting by secret ballot chaired by the School Head. Our School Governance Council guide covers the council itself in more depth.
That is what an officially recognised teachers body looks like: named in an issuance, with a defined role, a defined election and a defined seat.
Why the Distinction Bites Harder This Year
For most of the past decade, a slightly stale copy of a DepEd order was a minor problem. In 2026 it stopped being minor, because several foundational orders were repealed within months of each other.
| Repealed | Replaced by | Subject |
|---|---|---|
| DO 8, s. 2015 and DO 36, s. 2016 | DO 015, s. 2026 | Classroom assessment, grading, awards and recognition |
| DO 42, s. 2016 | DO 016, s. 2026 | Lesson planning; the DLP and DLL distinction superseded |
| DO 012, s. 2025 | DO 009, s. 2026 | School calendar and activities |
| The previous Senior High structure | DO 017, s. 2026 | Strengthened Senior High School Curriculum |
Every one of those is a topic that community archives cover heavily, because every one of them is something teachers need weekly. A downloadable lesson plan template built on DO 42, s. 2016 is not merely dated; it implements a distinction that no longer exists. Our lesson plan format guide works through what replaced it.
The structural problem is not bad faith. It is that a volunteer archive is optimised for adding material, not for going back and marking older material superseded. Nobody is paid to walk the archive after a repeal. So the old post keeps its search ranking, keeps its inbound links, and keeps being downloaded.
DepEd itself treats circulating misinformation as a live problem: it maintains a Fake News Advisories page on its own site, publishing corrections to claims spreading on social media about class suspensions, curriculum changes and similar. The existence of that page is the department pointing at where the authoritative version lives.
A Practical Way to Use Both
The useful position is not to avoid community sites. It is to use each source for what it is good at.
| Question | Where to go |
|---|---|
| What does the rule say, exactly? | The issuance itself on deped.gov.ph |
| Is this issuance still in force? | Later issuances repealing clauses, on deped.gov.ph |
| How do other teachers actually implement it? | Community sites and groups |
| Where do I get quality-assured learning resources? | The DepEd Learning Portal at lrmds.deped.gov.ph |
| What professional development counts? | NEAP-recognised programmes |
| What applies in my division specifically? | Your schools division office memoranda |
Three checks before trusting a downloaded copy of an issuance:
- Does it have a number, a series year and a signature? A screenshot of a page fragment is not an issuance.
- Has anything repealed it? Search the order number on deped.gov.ph and look for later orders citing it. Our explainer on reading DepEd issuances covers the repealing clause and how to read it.
- Is the download dated? An undated resource page is a resource page that will never tell you it has gone stale.
For professional development specifically, the standards sit with the National Educators Academy of the Philippines rather than with any club or site; our NEAP guide covers how programmes are recognised.
The Membership Organisations Are a Third Thing
One more category gets folded into the same search, so it is worth naming. The Philippine Public School Teachers Association is a professional association of public school personnel. DepEd regional offices issue memoranda covering PPSTA membership campaigns and information drives in schools, which is the ordinary mechanism by which an outside organisation gains access to school personnel during working hours.
An association of that kind is neither a DepEd office nor a website. It is a membership body with its own governance and its own services, and joining it is a personal decision rather than an employment requirement. Where questions of professional conduct arise around organisational activity in school, the Code of Ethics for Professional Teachers is the relevant instrument.
