The Position Description Form (PDF), Explained

Quick Answer: The Position Description Form, abbreviated PDF, is the Civil Service Commission form that describes a government position rather than the person filling it. The current rules identify it as DBM-CSC Form No. 1, Revised 2017, and require it as a common attachment to regular appointments under the 2025 Omnibus Rules on Appointments and Other Human Resource Actions, issued as CSC Memorandum Circular No. 08, s. 2025. It is prepared by the agency, not filed by applicants, and it quietly decides four things: the parenthetical title of the post, the qualification standards applied to candidates, what probationary performance is assessed against, and whether the appointment paperwork is complete at all.

Two documents in Philippine government hiring are abbreviated one letter apart, and the resulting confusion is constant. PDS is the Personal Data Sheet, which you fill in about yourself. PDF is the Position Description Form, which the agency fills in about the job. Applicants who go looking for a "DepEd PDF form" to complete for their folder are usually looking for the wrong document, because the Position Description Form is not on the applicant checklist at all.

This guide covers what the form is, which rules currently require it, and why it matters more than its dull title suggests. For the documents you do file, see our DepEd teacher hiring requirements guide.

Which Rules Govern It Right Now?

This is where most online guidance is stale, and the staleness is recent. The Position Description Form is required by the Civil Service Commission's Omnibus Rules on Appointments and Other Human Resource Actions, universally abbreviated ORAOHRA. The version most guidance cites is the 2017 ORAOHRA, circularised as CSC Memorandum Circular No. 14, s. 2018, which is the version DepEd Order No. 007, s. 2023 itself cites throughout.

That is no longer the current text. The Civil Service Commission promulgated the 2025 Omnibus Rules on Appointments and Other Human Resource Actions through CSC Resolution No. 2500358 on 30 April 2025, issued as CSC Memorandum Circular No. 08, s. 2025, approving amendments to and additional provisions of the earlier rules.

VersionIssued asStatus
2017 ORAOHRACSC MC No. 14, s. 2018 (Revised July 2018)Superseded by the 2025 amendments; still cited by many DepEd-era guides
2025 ORAOHRACSC MC No. 08, s. 2025, per CSC Resolution No. 2500358 (30 April 2025)Current

If a page you are reading describes appointment requirements without naming the 2025 rules, check the form revisions it lists before trusting the detail.

Disclaimer: Civil Service Commission rules and forms are revised without a fixed cycle, and agencies implement changes at different speeds. Always accomplish the version of the form your own human resource office issues, and confirm current requirements with the CSC field office concerned before relying on any summary, including this one.

What the 2025 Rules Say About the PDF

Two provisions do the work.

First, in the common requirements for regular appointments, the rules list "Position Description Form (PDF) (DBM-CSC Form No. 1, Revised 2017)" alongside the other documents an agency submits to the CSC field office concerned.

Second, in the procedures for preparing appointments, the rules state that the PDF, "which should be properly and completely accomplished, shall be attached to all appointments for authorized positions found in the Plantilla of Personnel and lump sum appropriation for contractual employees."

That second sentence is the operative one. It is not a form filed if convenient; an appointment without a properly accomplished PDF is an incomplete appointment.

Note also which forms the same rules updated and which they did not. The 2025 rules name the Panunumpa sa Katungkulan as SS Porma Blg. 32, Narebisa 2025 and the Certification of Assumption to Duty as CS Form No. 4, Revised 2025, while continuing to name the Position Description Form as DBM-CSC Form No. 1, Revised 2017. Other form numbers for the PDF circulate online; the number the rules themselves use is the one above, and the safest practice is to use whatever copy your HR office hands you.

The Four Things a PDF Decides

1. The parenthetical title

DepEd Order No. 007, s. 2023 defines the parenthetical title as "the position title based on the actual duties and responsibilities in the Position Description Form and shall be the basis for the qualification standards." Parenthetical titles are the bracketed specialisations you see after a plantilla item, and they come from what the PDF says the job actually involves, not from what the office would like to call it.

2. The qualification standards applied to candidates

The 2025 rules tie the qualification standards back to the PDF explicitly. Education, for instance, is defined as "the formal or non-formal academic, technical, or vocational studies that will enable the candidate to successfully perform the duties and responsibilities indicated in the PDF of the position to be filled."

Here is an illustrative way to see why that chain matters. If a PDF for a division office post lists duties dominated by research design and data analysis, the education, training and experience requirements have to be the ones that enable that work. If the same plantilla item's PDF instead describes programme monitoring, the standards move with it. Change the duties on the form and you have changed who is qualified. That is why PDFs are not casually rewritten.

3. What probation is assessed against

DepEd Order No. 007, s. 2023 defines the probationary period as the period of actual service following a permanent appointment "wherein the appointee undergoes a thorough character investigation and assessment of capability to perform the duties of the position enumerated in the Position Description Form (PDF)."

For a newly appointed teacher or division office staff member, that means the yardstick for the first months is a document written before you arrived. Reading it early is a reasonable thing to ask for.

4. Whether the appointment paperwork stands

Because the PDF is a common requirement, its absence or incompleteness is a defect in the submission to the CSC field office, not a clerical afterthought.

What Is Actually on the Form?

The authoritative field list is Annex A of the 2025 Omnibus Rules, and the copy your human resource office issues is the one to fill in. Broadly, the form records the position's identifying details including salary grade and the office it sits in, its duties and responsibilities, the qualification requirements attached to it, the conditions the work is performed under, and signatures including the appointee's acknowledgement of the responsibilities.

BlockWhat it does
Position identificationTies the description to a specific plantilla position, at a specific salary grade, in a specific office
Duties and responsibilitiesThe substance of the form, and the text every other decision keys off
Qualification requirementsEducation, training, experience and eligibility, derived from the duties above
AcknowledgementThe appointee's signature accepting the responsibilities as written

That last block is the one appointees skip. Signing the PDF acknowledges that you accept the duties as written, which is precisely why it is worth reading before signing rather than after.

A Detail Worth Knowing: Not Every Licence Comes From PRC

While you are in this part of the rules, note something the 2025 ORAOHRA makes explicit in its list of common requirements. For positions involving the practice of a profession it accepts a valid professional licence issued by the Professional Regulation Commission, a Certificate of Admission to the Bar issued by the Supreme Court, or a License ID issued by the Maritime Industry Authority. Elsewhere it recognises licences issued by regulatory agencies including the National Telecommunications Commission, the Civil Aviation Authority of the Philippines, the Land Transportation Office and the Philippine National Police.

The assumption that every Philippine professional licence is a PRC licence is a common one, and it is wrong often enough to matter when you are assembling appointment papers. Our guide to civil service eligibility covers the parallel question of which eligibilities qualify you for which level of position.

Getting It Right

  • Ask for the PDF of the post you are appointed to, and read the duties before you sign the acknowledgement.
  • Do not substitute the PDS. They are different forms with different purposes, and an HR office asking for one will not accept the other.
  • Use your HR office's current copy of the form, not a version downloaded from a third-party site.
  • Expect the duties to drive the qualification standards, not the other way round. If the standards look odd, the explanation is usually in the duties block.
  • Check the rules version before trusting a summary. Guidance built on the 2017 ORAOHRA is not automatically wrong, but it needs re-checking against the 2025 rules.

Frequently Asked Questions

What is the Position Description Form?

It is the form that describes a government position: its duties and responsibilities, where it sits in the organisation, and what it requires of whoever holds it. Civil Service Commission rules identify it as DBM-CSC Form No. 1, Revised 2017, and abbreviate it PDF. It describes the post, not the person, which is what separates it from every other document in an appointment file.

Which rules require a Position Description Form?

The 2025 Omnibus Rules on Appointments and Other Human Resource Actions, issued as Civil Service Commission Memorandum Circular No. 08, s. 2025 pursuant to CSC Resolution No. 2500358 promulgated on 30 April 2025. Those rules list the PDF among the common requirements for regular appointments and state that a properly and completely accomplished PDF shall be attached to all appointments for authorised positions in the Plantilla of Personnel and lump sum appropriation for contractual employees.

Is the PDF the same as the PDS?

No, and the abbreviations being one letter apart causes constant confusion. DepEd Order No. 007, s. 2023 lists both in its abbreviations: PDF is the Position Description Form and PDS is the Personal Data Sheet. The PDS is CS Form No. 212, Revised 2017, filled in by the applicant about themselves. The PDF is DBM-CSC Form No. 1, Revised 2017, prepared by the agency about the position.

Do teacher applicants have to submit a Position Description Form?

Not as part of the application. The documentary requirements for a DepEd application under DepEd Order No. 007, s. 2023 run from the letter of intent through to the Omnibus Sworn Statement, and the Position Description Form is not on that list. It belongs to the appointment stage, prepared and attached by the agency, which is why most applicants only encounter it after selection.

What does the PDF have to do with qualification standards?

It is the benchmark they are measured against. The 2025 Omnibus Rules define education as the formal or non-formal academic, technical or vocational studies that will enable the candidate to successfully perform the duties and responsibilities indicated in the PDF of the position to be filled. DepEd Order No. 007, s. 2023 similarly defines the parenthetical title as the position title based on the actual duties and responsibilities in the Position Description Form.

Why is the form still labelled Revised 2017 when the rules are from 2025?

Because the Civil Service Commission revised several appointment forms in 2025 while leaving the PDF at its 2017 revision. The 2025 Omnibus Rules list the Panunumpa sa Katungkulan as SS Porma Blg. 32, Narebisa 2025 and the Certification of Assumption to Duty as CS Form No. 4, Revised 2025, but continue to name the PDF as DBM-CSC Form No. 1, Revised 2017. A 2017 revision date is not evidence that a form is out of date.

Does the PDF matter after I am appointed?

Yes, during probation. DepEd Order No. 007, s. 2023 defines the probationary period as the period of actual service following a permanent appointment during which the appointee undergoes a thorough character investigation and an assessment of capability to perform the duties of the position enumerated in the Position Description Form. The duties written on that form are what your early performance is judged against.
