TL;DR — Unlike most schools, this one actually publishes numbers. Tuition is 260.00 pesos per unit for all undergraduate programs, graduate tuition is 700.00 per unit, the entrance examination fee is 500.00, and the admission fee is 400 / 700 / 1,300 depending on whether you come from a public school, a private school or abroad. The eye-watering lines are flight training: 700,000 for a Private Pilot package and 1,555,000 for Commercial Pilot. As a state college it falls under RA 10931 free higher education, but the fee document itself never says which lines the subsidy absorbs.
The Philippine State College of Aeronautics in Pasay is now legally the National Aviation Academy of the Philippines. Republic Act 12255 made the change effective September 27, 2025, following a chain that runs Basa Air Base Community College (1968), Philippine Air Force College of Aeronautics (1977), PhilSCA (1992), NAAP (2025). Everything below comes from the institution's own published Schedule of Fees, which still carries the PhilSCA letterhead.
Undergraduate tuition: the base rate

Note the gap in that last row. The schedule has a line for "Petition / Summer Class if lower than 15 students" with no amount printed beside it. If you are planning to petition a subject with a small group, that is a number you have to go ask for.
At 260.00 per unit, a normal 21-unit semester works out to 5,460.00 in tuition alone. That is the figure to hold in your head when you compare against the miscellaneous fees below, which are charged flat regardless of load.
Miscellaneous fees, all year levels
These are per-term charges that do not scale with your unit count:

That column adds up to 2,680.00 per term for a student taking every line. On top of it: PE Fee 200.00 if you are enrolled in Physical Education, Student Handbook 100.00 for new entrants, and NSTP at 390.00 whether you take CWTS or ROTC.
Laboratory and course-specific fees
This is where aviation programs diverge from a normal degree. The schedule sets a single computation rule and then applies it across subjects:
Computation of Laboratory Fee: P 140.00 per laboratory hour or P 420.00 per laboratory unit
That rate covers computer, engineering, physics, chemistry, speech and OJT laboratories. Two lines break the pattern and are worth budgeting for separately:
- Engine Run-Up Fee — 1,300.00 per subject. This is the one that only shows up on an aviation maintenance bill.
- Thesis Fee — 1,820.00 per student.
Graduating Associate and BS students in their second semester also pay a Job Fair Fee of 70.00.

The tiered admission fee is unusual and easy to miss. Coming from a private senior high school costs you 300 pesos more at the door than coming from a public one.
The entrance testing itself runs across four campuses. For the most recent published cycle the college listed exam dates at Villamor Campus in Pasay, Fernando Air Base in Lipa, Basa Air Base in Pampanga and Mactan Air Base in Cebu, with the online application period extended to December 31. Villamor is the only campus that runs the full program list; the three air base campuses offer Aircraft Maintenance Technology and Aviation Electronics Technology at associate and bachelor level only.
Flight training: the number that changes everything
BS Air Transportation major in Advanced Flying is the pilot track, and its costs sit in a different universe from the rest of the fee schedule:

The schedule's own footnote says the PPL, CPL, IR and ME fees for BSAT "will be implemented to all enrollees starting AY 2023-2024" — that is, they are not grandfathered for existing students.
Stack the four and you are looking at 3,237,000.00 for a full ladder to multi-engine. The state-college advantage here is the academic tuition, not the flying.
If the flying budget is out of reach, the other engineering-side programs charge normal per-unit tuition: BS Aeronautical Engineering and BS Aircraft Maintenance Technology both lead to aviation careers without a seven-figure flight bill.
Graduate programs
The advance education program has its own column: 700.00 per unit for Master in Public Administration and Master of Education in Aeronautical Management. Miscellaneous fees are heavier than undergraduate — Facilities Development and Systems Maintenance at 1,200.00, Registration 500.00, Library 500.00, Medical 300.00, Insurance 100.00, School ID 150.00, plus a 250.00 handbook for new students and 800.00 late registration. The Comprehensive Examination Fee is 3,000.00.
Where free tuition fits, and where the document goes quiet
As a state college, PhilSCA/NAAP falls under RA 10931, the Universal Access to Quality Tertiary Education Act, which covers tuition and other school fees for qualified Filipino students in state universities and colleges. Here is the honest limitation of everything above: the Schedule of Fees does not annotate which lines RA 10931 absorbs. It is a rate card, not a bill. It tells you what each item is priced at, not what a qualified free-tuition student ends up paying. Flight training packages in particular are the sort of cost that sits outside a standard "tuition and other school fees" definition, but the college does not say so on the document, and we are not going to guess on your behalf.
The practical move is to get an actual assessment from the Accounting Office before you commit, especially for BSAT.
Scholarships and discounts
The college publishes three named institutional scholarships: an Entering Honor Student Scholarship for valedictorians and salutatorians, a Barangay Grant for dependents of barangay officials, and a Sangguniang Kabataan Scholarship limited to NCR. Requirements for new applicants are a high school ID photocopy, certification of good moral character, proof of parent or guardian income (tax return, affidavit, or certificate of non-filing), birth certificate and a 1.5 x 1.5 photo. Applications go to the Office of Student Affairs for scholarship notation before assessment of fees — meaning if you file late, you get assessed at full rate.
No award amounts or percentages are published for any of the three.
What to ask before you enrol
- What is the current assessment for my program and year level, after RA 10931?
- Are the flight training packages covered by free tuition, in whole or in part?
- What is the fee for a petition class with fewer than 15 students?
- Is there an updated schedule of fees after AY 2023-2024?
- Which campus can I take my program at, and does the fee differ by campus?
