TL;DR: Homeroom Guidance is DepEd's developmental life-skills programme for Kindergarten to Grade 12, built on three domains: academic development, personal and social development, and career development. The point most guides get wrong is its legal footing. There is no DepEd Order on Homeroom Guidance. It runs on DepEd Memorandum DM-OUCI-2021-346 (25 August 2021) and DepEd Advisory BCD-CSDD-O-2022-3155 (27 June 2022) from the Office of the Undersecretary for Curriculum and Instruction, which is why regional and division offices have to reissue reminders about it every year. Its 45-minute weekly minimum does come from a DepEd Order, but indirectly, through DO 012, s. 2024, which sets the MATATAG class-programme options. Results are not graded; they are reported descriptively as an attachment to School Forms 9 and 10.
If you searched for a Homeroom Guidance module, you probably found a hundred of them and no clear statement of what the programme actually requires. This guide sets out the rules a class adviser, school head or education student needs: which documents govern, how much time the programme gets, who is supposed to deliver it, and how the results are recorded. It is deliberately about the requirements rather than the module downloads, because the requirements are what nobody publishes clearly.
What Governs Homeroom Guidance?
Two documents, neither of them a DepEd Order.
- DepEd Memorandum DM-OUCI-2021-346, dated 25 August 2021, "Revised Implementation of Homeroom Guidance during Crisis Situation," issued by the Office of the Undersecretary for Curriculum and Instruction. It revised two earlier memoranda, DM-OUCI-2021-144 and DM-OUCI-2020-155.
- DepEd Advisory BCD-CSDD-O-2022-3155, dated 27 June 2022, also from that office.
You can verify the pairing without taking anyone's word for it. Regional Memorandum No. 825, s. 2025, issued by DepEd Region VIII on 14 July 2025, reiterates the implementation of the Homeroom Guidance Program from Kindergarten to Grade 12 for SY 2025-2026 pursuant to those two documents specifically, and adds that other details are stipulated in those issuances. Divisions across the country issue near-identical reiterations.
That is the structural point worth taking away. Homeroom Guidance is a national programme resting on issuance types that sit below a DepEd Order, which is why it needs annual reiteration to stay live in schools, and why practice around it varies noticeably by division. Our guide to what a DepEd Order is explains why that difference in issuance type matters.
Disclaimer: divisions and regions add their own reporting templates, monitoring tools and schedules on top of the national issuances. Your division memorandum is the operative document for anything the national ones leave open.
How Much Time Does It Get?
At least 45 minutes a week, and this figure does come from a DepEd Order.
DepEd Order No. 012, s. 2024, which amended the MATATAG Curriculum order for Grades 3 to 10, gives schools flexibility in daily class programming and sets out the options.
| Class-programme option | Learning areas | Homeroom Guidance |
|---|---|---|
| Option A | All learning areas 45 minutes a day, five days | 45 minutes once a week |
| Option B | Uniform allotments of 50, 55 or 60 minutes, at prescribed weekly frequencies | Once a week |
| Option C, school-proposed | At least five hours 30 minutes learning contact time a day, with per-subject weekly minimums | Not less than 45 minutes per week |
A school-proposed combination under Option C is subject to the approval of the schools division superintendent or an authorised representative. The 45-minute weekly floor is the one number that holds across all three routes, so if your timetable gives Homeroom Guidance less than that, it is out of line with the order regardless of which option your school picked. For the wider curriculum change these options sit inside, see our MATATAG curriculum guide.
What Are the Three Domains?
Homeroom Guidance is organised around three developmental domains, and the competencies are distributed across them very unevenly.
| Domain | What it covers | Share of competencies |
|---|---|---|
| Personal and social development | Self-awareness, relationships, coping, values, well-being | The large majority |
| Academic development | Study habits, learning strategies, school engagement | Moderate |
| Career development | Awareness of pathways, work values, planning | The smallest share |
The imbalance explains something teachers notice quickly: despite being widely described as a guidance and career programme, most Homeroom Guidance sessions in practice are personal and social. If a school is relying on Homeroom Guidance alone to do career orientation for Senior High School learners, it is leaning on the thinnest part of the programme. For the specialised route into guidance work itself, see our comparison of psychology and guidance-counselling degrees.
Who Is Supposed to Deliver It?
The class adviser, with technical assistance from the guidance counsellor. Where a school has no counsellor, a trained guidance designate may take that supporting role.
That arrangement is a response to a national shortage rather than a pedagogical preference. Guidance counselling in the Philippines is a regulated profession under Republic Act No. 9258, the Guidance and Counseling Act of 2004, which restricts practice to registered guidance counsellors, and the licensure route requires a master's degree rather than a bachelor's. DepEd's own staffing standard has been reported at one guidance counsellor per 500 learners, against a registered population that has never come close to filling it, which is why schools have long relied on designated teachers.
The legislative response has been to create dedicated posts rather than to loosen the rule. Republic Act No. 12080, the Basic Education Mental Health and Well-Being Promotion Act, provides for schools division mental health and well-being offices and care centres and for new plantilla positions including Schools Division Counselor, School Counselor and School Counselor Associate, with implementing rules approved in March 2025. As those positions are filled, the support layer behind Homeroom Guidance should get sturdier. The adviser still runs the session.
Disclaimer: whether your school has a registered guidance counsellor, a designate, or neither varies enormously by division and school size. Ask your school head rather than assuming a counsellor is available.
How Are Homeroom Guidance Results Reported?
Separately from grades, and this is a rule teachers get asked about constantly during report-card season.
Homeroom Guidance results are not part of the computation of grades. They are recorded using descriptive levels rather than numbers, running from no chance to observe, through needs improvement, developing and sufficiently developed, to developed and commendable. The results are distributed and discussed by the class adviser during the parent-teacher conference, and issued as an attachment to School Form 9, the report card, and carried into School Form 10, the permanent record.
So a Homeroom Guidance rating never moves a learner's general average, and never affects the Academic Excellence Award, which under the current assessment order turns on the general average and on final grades in learning areas. Our SF9 report card guide covers what else the report card carries, and the DepEd school forms guide covers SF10 and the rest of the series.
Practical Notes for Advisers and School Heads
- Cite the right documents. If you need to justify the programme in a plan or a report, cite DM-OUCI-2021-346 and Advisory BCD-CSDD-O-2022-3155, not a nonexistent DepEd Order.
- Protect the 45 minutes. It is the one hard number, and it is the slot most often raided when a school runs short of contact time.
- Do not let modules substitute for the session. Handing out a module is not implementation; the programme is built around a facilitated weekly session with the adviser.
- Budget for it in the school plan. Homeroom Guidance expenses are expected to be included in the school's Annual Implementation Plan and School Improvement Plan rather than absorbed by advisers personally.
- Check the provenance of any module you download. A large volume of material circulates under the Homeroom Guidance label with no learning competency reference and no issuing office. Official DepEd modules name both.
- Keep the reporting separate. Descriptive levels go into the SF9 attachment. They do not belong in a learning-area grade computation.
