CEVAS Cebu: Published Fees, Formats and What to Check

CEVAS Cebu sits in the JRDC Building on Osmena Boulevard in Capitol Site and covers IELTS and civil service review, alongside a much wider national programme list. It is one of the very few Philippine review centres that publishes real prices, session counts and class schedules on its own site. The catch is that most of those prices are promo prices attached to short enrolment windows, so the number you read is not necessarily the number you pay.

Our listing for CEVAS Cebu carries the address, phone and rating. This post is about the thing that makes CEVAS genuinely different from almost every other centre in Cebu City: it tells you what it charges.

Why published pricing matters more than it sounds

Across the review centre sector, published fees are close to nonexistent. Most sites run an Enroll Now button into a Messenger thread. That is not an accident. Unpublished pricing makes comparison shopping expensive, lets a centre price by branch and by caller, and means the quote you get is deniable later.

CEVAS breaks that pattern. Its course pages list package prices, the regular rate against the promo rate, the number of coaching sessions, the validity period, class days and hours, start and end dates for specific exam batches, discount categories, and accepted payment channels. Whatever else you conclude, you can build a comparison table from it without making a single call, and that is a real advantage to you.

The trade-off is that the pricing is promotional. The figures below were published in early September 2026 and were attached to an enrolment window of a few days, with a stated cap of the first fifteen students. Regular rates were shown alongside. Treat the promo numbers as evidence of the pricing band, not as a quote.

What CEVAS published for civil service review

ItemAs published, early September 2026
Online tuitionP3,500 promo, P6,500 regular
Face-to-face tuitionP5,950 promo, P8,950 regular
VIP pure one-on-oneP15,950, original price P18,950
VIP duration30 hours, 10 sessions of 3 hours

Batch for the March 2027 exam9 January to 7 February 2027
Class daysSaturday and Sunday, 9am to 12nn and 1pm to 4pm
Discounts listedPromo discount, honour student discount, PWD discount

Two things in that table are more useful than the prices. First, the batch dates tell you the shape of the programme: a civil service review here is roughly four weekends, not a months-long grind, which suits someone already working. Second, the one-on-one package is priced by the hour in a way you can check, at 30 hours for the stated fee. That lets you compare it against a private tutor honestly.

If you are still deciding whether you need a centre at all for this exam, our civil service exam guide and the study approach post cover what the test actually asks for.

What CEVAS published for IELTS

Three packages were listed, all built around unlimited review access with the difference sitting in the one-on-one coaching and the validity period.

PackagePromo priceOriginalOne-on-oneValidity
AP4,150P7,150None1 year
BP5,650P8,65010 sessions2 years
CP7,550P10,550UnlimitedNo expiry, plus other English tests

Package C was flagged as the bestseller and bundles the centre's other English test reviews, which matters only if you might switch tests. A nurse aiming at the UK might sit IELTS or OET depending on how the employer's requirements land, and a bundle that covers both has real option value. Someone who needs a single IELTS band and nothing else is buying options they will not use.

The site also says CEVAS runs practice tests exclusively for its own students at several branches including Cebu, and processes IELTS registration. Read that precisely. A practice test at the centre is a mock. Registration processing is an administrative service. Neither makes the centre an official test venue, and you still sit the real exam at an authorised test centre. Our roundup of IELTS review centres in Cebu puts the Cebu options side by side.

The online versus face-to-face gap, in pesos

One thing published pricing lets you do that a phone quote does not: see exactly what a centre charges for a seat in a room.

On the civil service programme, the online and face-to-face options were listed at the same promo discount off different regular rates, leaving a gap of P2,450 between the two formats at both promo and regular pricing. That is the price of physical attendance, stated openly.

Whether it is worth paying is a question about you, not about the centre. Four weekends of classroom attendance in central Cebu costs you fares and food on top of the gap, and you have to be there at fixed hours. Against that, a room imposes a schedule, and most people who fail a licensure exam did not fail because the material was too hard but because the review never happened. If you have previously bought an online course and not finished it, the P2,450 is buying you a commitment device, and it is cheap at the price. If you reliably self-manage, it is a pure saving. Our comparison of online and classroom review works through the failure modes of each.

The IELTS packages price a different variable: coaching contact. The gap between the entry package and the middle one buys ten one-on-one sessions plus a second year of validity, and the gap to the top package buys unlimited coaching plus open-ended access. For a speaking and writing test, one-on-one time is the part that actually moves a band score, since reading and listening improve fine from practice papers. That makes the middle and top tiers the ones to look at seriously and the entry tier the one to be careful about, because unlimited group review with no coaching is close to what a good self-study routine gives you for free.

What else the Cebu branch can teach

CEVAS is not just an IELTS shop. Its national programme list runs to three broad groups, and the Cebu branch sits inside all of them.

GroupProgrammes listed
English and migration testsIELTS, PTE, OET, TOEFL, TOEIC, MET
Licensure and admission reviewLET, civil service, criminology, NLE, NCLEX, midwifery, psychometrician, accountancy, LLE, NMAT, college entrance
LanguagesFourteen languages including Japanese, Korean, Mandarin, Spanish, German, French and Arabic

Plus call centre training. That breadth cuts both ways. It means a Cebu household can send one member for IELTS and another for civil service review to the same provider, and it means the centre is running a great many syllabi. Ask which of those programmes has a live Cebu batch rather than a national page, because a listing is cheap and a running class is not.

The claims to discount

CEVAS leads hard on awards and rankings. Its pages carry a long list of Top 1 placements by region and by test format, plus awards it says it received from the Asia Pacific Excellence Awards, the Consumer's Choice Awards and the Consumer's Quality Awards, and a claim to the highest passing rate of test takers.

None of that is checkable. No exam body in the Philippines publishes performance broken down by review centre. PRC publishes results by examinee and separately recognises top-performing schools. The Civil Service Commission publishes passers. The IELTS test owners publish nothing at centre level at all. So a "highest passing rate" claim from any centre, including this one, has no source behind it that you or we can inspect.

The awards are a separate matter. Commercial awards programmes vary enormously in how they select winners, and several operate on a paid-entry basis. That does not make an award meaningless, but it does mean an award is not evidence about teaching quality. Judge the centre on the things you can verify: the published price, the published hours, the published schedule, and a trial session if they will give you one.

Where the Cebu branch specifically sits

CEVAS lists an online option plus eleven physical branches, spread across Metro Manila, Cebu, Davao, Baguio, Pampanga, Bicol, Cavite, Laguna and Batangas. Cebu City is one of them.

A branch inside a national chain carries a specific risk that a standalone centre does not: the marketing is written nationally and the delivery is local. A batch that runs on schedule in Quezon City may or may not fill in Cebu on the same dates. Before you pay, ask the Cebu branch directly whether the face-to-face batch you want is actually running there, how many students are enrolled in it, and what happens to your fee if it does not push through. The published national schedule does not answer that.

Also note the phone numbers. Several branches, Cebu included, share the same Globe line on the contact page, so open the call by naming the branch you want.

How the promo mechanics work, and what to watch

The discount structure is worth understanding before you feel rushed by it. The published pattern was a flat P3,000 off, tied to a named enrolment window of a few days, released with a promo code you quote alongside your payment confirmation, and capped at the first fifteen students for the period. A promotion status line on the page said whether slots remained. Separate discounts were listed for honour students and for PWDs.

Two observations. First, a promo that runs on a rolling few-day cycle with a per-period cap is effectively continuous pricing: the regular rate is the list price, and the promo rate is the price. Do not treat the countdown as a reason to skip your due diligence. If you miss this window, ask when the next one opens.

Second, always ask whether the discounts stack. An honour student discount and a promo discount may or may not combine, and that is a P1,000 question worth one sentence in a message.

Before you transfer money

CEVAS accepts online bank transfer through BDO, over-the-counter deposit at BDO or BPI, remittance through Palawan and MLhuillier, credit card, PayPal and GCash to bank. Convenient, and all of them are one-way. Get four things in writing first: the exact package and price, what the validity period means in practice, the refund terms if the batch does not run, and whether a promo price is locked once paid or only on the day. Screenshot the page you bought from, because promo pages get overwritten.

Finally, note one discrepancy for your own records. Our directory entry for this branch lists face-to-face only, while the centre's current pages describe online, face-to-face and combined study modes. Where our record and a centre's own site disagree, the site is the more current source, and we would rather say so than quietly paper over it.

Frequently Asked Questions

Does CEVAS publish its review fees?

Yes, and that makes it unusual. Most Philippine review centres hide pricing behind an enquiry form. CEVAS lists package prices, regular rates, promo prices, promo end dates and session counts directly on its course pages, which lets you compare it against another centre before you call anyone.

How much is CEVAS civil service review?

On the civil service page checked in early September 2026, the online tuition was listed at a promo price of P3,500 against a regular rate of P6,500, and face-to-face at P5,950 against a regular rate of P8,950. A VIP pure one-on-one package of 30 hours was listed at P15,950 against an original price of P18,950. Promo prices are tied to short enrolment windows, so confirm the current rate before paying.

What is in the CEVAS IELTS packages?

Three tiers were published. Package A covered unlimited online and face-to-face review with no one-on-one coaching, valid one year. Package B added ten one-on-one coaching sessions and two years of validity. Package C added unlimited one-on-one coaching, no expiry, and access to the centre's other English test reviews. Confirm current inclusions with the Cebu branch.

Where is the CEVAS branch in Cebu City?

The ground floor of the JRDC Building on Osmena Boulevard in Capitol Site, Cebu City. It is one of eleven physical CEVAS locations plus an online option, and it shares a contact number with several other branches, so say which branch you want when you call.

Does CEVAS Cebu offer online classes?

Yes. The centre's own pages describe three study modes: online class, face-to-face class at your chosen branch, and a combined setup where you attend both. Note that our directory record for this branch predates that and lists face-to-face only, so treat the centre's site as the current answer.

Are the CEVAS Top 1 and highest passing rate claims verified?

No. They are claims the centre makes about itself. Neither PRC nor the Civil Service Commission nor the IELTS test owners publish performance figures broken down by review centre, so no official source can confirm or contradict a claim like this from any centre.

Does CEVAS Cebu run the actual IELTS test?

The site says CEVAS conducts practice tests exclusively for its own students at several branches including Cebu, and that it processes IELTS examination registration. That is a mock test and a booking service, not the official exam. The official test is sat at an authorised test centre.

What should I ask before paying CEVAS?

Ask what the current price is rather than the promo price, whether the validity period is genuinely open-ended, what a coaching session is worth in hours, what happens if the Cebu branch cannot fill a face-to-face batch, and get the refund terms in writing before you transfer money.
