What a Bachelor's Degree Means in the Philippines

A bachelor's degree in the Philippines is a Level 6 qualification in the Philippine Qualifications Framework, conferred by a higher education institution operating under authority from CHED, following a curriculum whose minimum content CHED prescribes program by program. That is the formal answer, and every part of it carries a practical consequence.

This guide unpacks what that actually means: where the degree sits nationally, what is inside every one of them regardless of course, what the school controls versus what CHED controls, and the things a degree does not entitle you to.

Where it sits: the Philippine Qualifications Framework

The Philippine Qualifications Framework was institutionalised by Republic Act No. 10968, enacted on 16 January 2018. It has eight levels, and it maps every recognised qualification in the country onto one of them.

LevelQualificationSector
1 to 4National Certificates I to IVTESDA
5DiplomaTESDA and higher education interface
6Baccalaureate degreeHigher education
7Postgraduate diploma and master's degreeHigher education
8Doctoral degreeHigher education

The framework's usefulness is comparative. It is what lets a Philippine bachelor's degree be positioned against qualifications in other countries, and it is the vocabulary employers and regulators increasingly use.

One current caution. In January 2026 the PQF National Coordinating Council adopted Resolution No. 2026-02, approving revised domains, level descriptors and diagrams. The revision changed the framework's domains from "Knowledge, Skills and Values; Application; and Degree of Independence" to "Responsibility and Autonomy; Knowledge and Understanding; and Skills and Application", with responsibility and autonomy placed as the organising domain. Under the revised matrix, Level 6 is described in terms of exercising responsibility for one's own work and that of others, making informed decisions that influence practices, evaluating and applying theoretical, technical and professional knowledge to solve complex problems within defined parameters, and applying advanced and specialised skills in unpredictable contexts.

Level 6 is still the baccalaureate. But published material describing the old three domains is still in wide circulation, including on official pages, so if you are citing PQF descriptors for a scholarship application or an equivalency assessment, check which version the receiving body is using.

What is inside every bachelor's degree

Three blocks appear in essentially every program, no matter what you study.

General education, 36 units

CHED Memorandum Order No. 20, series of 2013 sets the general education curriculum at a minimum of 36 units, distributed as 24 units of core courses, 9 units of elective courses, and 3 units on the life and works of Rizal as mandated by law. There are eight prescribed core courses, described in the order as interdisciplinary and deliberately broad, and the order provides that general education courses may be taught in English or Filipino.

The electives must cover at least two of three knowledge domains, being arts and humanities; social sciences and philosophy; and science, technology and mathematics, so they cannot all be drawn from one.

This block is why students who change programs usually keep a good chunk of their completed units. You can see it holding across very different degrees: the Bachelor of Science in Nursing curriculum under CMO No. 15, s. 2017 and the Bachelor of Elementary Education curriculum under CMO No. 74, s. 2017 both show general education at exactly 36 units, split 24, 9 and 3.

Mandated courses, 14 units

Program standards list Physical Education 1 to 4 at 8 units and NSTP 1 and 2 at 6 units, 14 units in total, separate from the academic curriculum.

NSTP is statutory. Republic Act No. 9163 requires students of any baccalaureate degree course, and of at least two-year technical vocational courses, in public and private institutions, male and female, to complete one NSTP component as a requisite for graduation. The three components are the Reserve Officers' Training Corps, the Literacy Training Service and the Civic Welfare Training Service, and the law provides that each component is undertaken for an academic period of two semesters.

The professional or major core

Everything else. This is the part that differs, and it is where the total unit count comes from. Two verified examples of how far apart programs sit:

ProgramTotal unitsSource
Bachelor of Elementary Education152 unitsCMO No. 74, s. 2017
Bachelor of Science in Nursing192 unitsCMO No. 15, s. 2017

Forty units is more than a year of coursework. Anyone comparing programs on tuition per unit without comparing total units is comparing the wrong number. Our guide on college units and how load and fees work covers that arithmetic.

Who decides what your degree is called

Not the school. CHED names the degree in the program standards themselves, and the wording is directive. CMO No. 81, series of 2017 states that the program shall be called Bachelor of Science in Exercise and Sports Sciences. CMO No. 80, series of 2017 states that its program shall be called Bachelor of Physical Education.

This matters more than it sounds. Board exam eligibility laws name a specific degree, employers verify a specific degree, and foreign credential assessors match against a specific degree. A school marketing a program under a catchier in-house name is describing a specialisation, not conferring a different qualification. Ask which CHED-prescribed degree will actually appear on your transcript and diploma.

It also matters for AB versus BS. There is no national rule making arts degrees inherently less technical or science degrees inherently more employable. The prefix follows the program standards for that discipline.

The academic rules behind the degree

The Manual of Regulations for Private Higher Education, CHED Memorandum Order No. 40, series of 2008, sets the framework private institutions operate under. The parts that shape every student's experience:

  • Credit. One hour of lecture or recitation each week, or a total of not less than seventeen hours in a semester, is equivalent to one unit of college credit. Two or three hours of laboratory, drafting, shop or fieldwork are equivalent to one hour of classroom lecture.
  • The academic year. Not less than thirty-six weeks, or eighteen weeks a semester, with not less than 200 school days in the year and 100 each semester, exclusive of holidays and registration days.
  • Passing and credit. A student earns academic credits towards graduation with a final grade of at least seventy-five per cent or its equivalent.
  • No conditional grades. No provisional, conditional or temporary final grade may be given. An incomplete mark is available for excusable grounds such as sickness, emergency or accident, and in no case may an "INC" remain for more than one academic year.
  • Prerequisites. A student generally may not take an advanced subject before passing its prerequisite, with defined exceptions including repeated prerequisites, superior scholastic standing, and graduating students.
  • Overload. A graduating student may be allowed not more than six academic units in excess of the normal load in the last school term.

Graduating: the Special Order

A Special Order is CHED's authority for a student to graduate from a program. The Manual requires the institution to file the application at least sixty calendar days before the end of the academic year, and gives CHED thirty calendar days to process and return it.

Programs accredited at Level II or higher carry the authority to graduate students without prior CHED approval, provided the institution furnishes its certificate of accreditation to the Regional Office and, within two weeks after the graduation exercise, submits an alphabetical list of graduates by program with a certification under oath from the registrar. The Manual also states that CHED reserves the right to cancel or revoke the graduation of any student whose records are found to be fraudulent.

Latin honours

Under the Manual, every institution adopts its own policy and criteria for graduation honours. Where an institution has not adopted criteria, the default rules apply: a candidate should complete a minimum of 75 per cent of the required subjects in the institution awarding the degree, and the ratings are summa cum laude at 95 to 100 per cent with no failing grade, magna cum laude at 90 to 94.9 per cent with no failing grade, and cum laude at 85 to 89.9 per cent with no failing grade.

Because most institutions do adopt their own criteria, the actual cut-offs at your school may be stricter. Our Latin honours requirements guide covers the variation.

What a bachelor's degree does not do

It is not a licence. A degree is conferred by a school. A professional licence is issued by a regulatory body after an examination. For the 46 professions the Professional Regulation Commission regulates, you need both, and holding the degree without the licence does not let you practise. Our list of courses with a PRC licensure exam sets out which fields that covers.

It does not guarantee the program was recognised. Program standards themselves require it: CHED's internship guidelines, for instance, require that a private institution's program hold Government Recognition, that a state university or college have a board resolution and certificate of program compliance, and that a local university or college have a local government ordinance and certificate of program compliance. Verify recognition before enrolling, not after graduating, particularly for new programs and new campuses.

It does not fix its own length. Four years is the common pattern, not a rule. The unit totals above show why some programs run longer, and clinical or practicum-heavy programs can run longer still.

It does not sit at the top of anything. Level 6 is the entry point to higher education qualifications, not the ceiling. Our guides on the master's degree in the Philippines and on associate degrees cover the levels above and below, and our explainer on diplomas, certificates and degrees covers the terms that get used interchangeably but are not.

The practical summary

A Philippine bachelor's degree is a Level 6 qualification, built from a common 36-unit general education core, 14 units of mandated PE and NSTP, and a professional core whose size CHED fixes per program. Credit is earned at 75 per cent, a unit is roughly seventeen hours of lecture across a semester, and the degree's name is prescribed by CHED rather than chosen by the school.

If you are choosing a program, the questions that matter are: what does the CHED order for this program actually require, is the program recognised at this institution, how many total units is it, and does the career I want need a licence on top of it. Those four are answerable in an afternoon from primary documents, and they are worth more than any ranking.

Frequently Asked Questions

What level is a bachelor's degree in the Philippine Qualifications Framework?

Level 6. The Philippine Qualifications Framework, institutionalised by Republic Act No. 10968, has eight levels. TESDA qualifications occupy Levels 1 to 4, the diploma sits at Level 5, and CHED covers Levels 6 to 8, with the baccalaureate degree at Level 6, postgraduate diploma and master's above it, and doctorate at the top.

How many units is a bachelor's degree?

It depends entirely on the program. CHED prescribes the curriculum in each program's Policies, Standards and Guidelines. The Bachelor of Elementary Education under CMO No. 74, s. 2017 totals 152 units, while the Bachelor of Science in Nursing under CMO No. 15, s. 2017 totals 192 units. Both include the same 36 units of general education.

What is in the general education part?

Under CHED CMO No. 20, series of 2013, the general education curriculum is a minimum of 36 units: 24 units of core courses, 9 units of electives, and 3 units on the life and works of Rizal as mandated by law. There are eight prescribed core courses, and general education courses may be taught in English or Filipino.

Are PE and NSTP part of the degree?

Yes, as mandated courses on top of the academic curriculum. Program standards show them as 14 units, being Physical Education 1 to 4 at 8 units and NSTP 1 and 2 at 6 units. Republic Act No. 9163 requires students of any baccalaureate degree course to complete one NSTP component over two semesters as a requisite for graduation.

What grade do I need to earn credit for a subject?

At least 75 per cent or its equivalent. The Manual of Regulations for Private Higher Education provides that a student earns academic credit towards graduation with a final grade of at least seventy-five per cent in the subject, as determined by the proper academic authorities of the institution.

Who decides what my degree is called?

CHED, in the program standards. Each set of Policies, Standards and Guidelines names the degree directly. CMO No. 81, s. 2017 states that the program shall be called Bachelor of Science in Exercise and Sports Sciences, and CMO No. 80, s. 2017 states that its program shall be called Bachelor of Physical Education. Schools implement the name, they do not invent it.

Is a degree the same as a licence?

No. A degree is an academic qualification conferred by a school. A professional licence is issued by a regulatory body after a licensure examination. For the 46 professions regulated by PRC, you need both. For unregulated fields, the degree is the whole qualification.

What is a Special Order and do I need one?

A Special Order is CHED authority for a student to graduate from a program. Under the Manual of Regulations, the institution files for it at least sixty calendar days before the end of the academic year. Programs accredited at Level II or higher may graduate students without prior CHED approval, subject to submitting a certified list of graduates to the CHED Regional Office.
